Request for Proposal (RFP) For General Contracting Services New Guru Nanak Sewa Community Center Durham Region, Ontario
Introduction The Gurudwara Sahib Durham Region (GSDR) invites proposals from qualified and reputable general contractors to construct the New Guru Nanak Sewa Community Center. This prestigious building, set to become a landmark in the Durham Region, is projected to begin groundbreaking in May 2025.
Project Overview
· Project Name: New Guru Nanak Sewa Community Center
· Location: 1410 Stevenson Road North, Oshawa, Ontario
· Estimated Project Value: $3.5 million
· Target Groundbreaking Date: May 2025
Scope of Work The selected contractor will be responsible for the construction of the community center, adhering to all design specifications, municipal regulations, and safety standards. This includes, but is not limited to, site preparation, construction, project management, and ensuring timely delivery within budget.
Eligibility Requirements Interested contractors must meet the following criteria:
1. Legislative Compliance: Compliance with all federal, provincial, and municipal laws and regulations.
2. Licensing & Certification: Must hold valid Ontario licenses and certifications for general contracting.
3. Municipal By-Laws & Zoning: Adherence to local zoning and municipal bylaws.
4. Bonding & Insurance: Ability to provide bonding and proof of liability insurance.
5. Financial Stability: Demonstrate financial capacity, stability, and a strong credit rating.
6. Company Profile: Provide a detailed company profile, including officers of the company and their professional designations.
7. Experience: Evidence of similar projects completed in the Greater Toronto Area or surrounding regions.
8. Project Management: Proven expertise in managing projects of similar scale and complexity.
9. Health & Safety: Compliance with health and safety regulations, including an established health and safety policy.
10. Wage & Labor Compliance: Adherence to labor laws and wage compliance standards.
11. Professional Registrations: Registration with the Better Business Bureau (BBB) or other relevant professional bodies.
12. Tarion Warranty: Contractor must qualify under the Tarion warranty program. Shall provide Tarion warranty.
13. Construction Lean Act: Contractor is responsible for payment subcontractors, and material suppliers. 10% of total invoice will be kept as a holdback. Holdback shall be released only after receiving required documents as per Construction Act.
14. WSIB: Contractor shall good standing with WSIB and required submit WSIB Clearance Certificate.
Submission Requirements Interested contractors must submit the following documents:
· Company profile and relevant certifications
· Evidence of financial stability (e.g., bank references, credit ratings)
· List of similar completed projects
· References from previous clients
· Proposed project team and their qualifications
· Health & Safety policy documentation
· Environmental Policy.
· Proof of bonding and insurance capabilities
· Proposed project timeline
· Any other relevant supporting documents
Submission Deadline All proposals must be submitted no later than March 5th 2025 4 p.m.. Late submissions will not be considered.
