Consultants (“Consultant”) in Ontario, Canada, are invited to submit a proposal for strategic planning services, to develop a multi-year strategic plan for the Alliance for Healthier Communities (the “Alliance”).

• Embed anti-racist and anti-oppression framework in the plan.
• Engage and advise the Board and Staff Strategic Planning Committee.
• Facilitate planning sessions with the Board.
• Facilitate engagement sessions with staff, members, and others using a SOAR approach.
• Conduct key informant interviews.
• Draft survey(s).
• Review key documents.
• Complete an environmental scan using the PESTEL model.
• Using all available data to help identify potential priorities, objectives and outcomes for Board consideration.
• Make recommendations for strategic planning monitoring tools.
• Use the following principles to guide the development of the strategic planning process:
  • Planning will be informed by the Alliance’s Brand Proposition: Health Equity through Comprehensive Primary Care and will reflect the Alliance’s dual role.
  • The process will be guided by an anti-racist and anti-oppressive framework.
  • The process will be consultative with a variety of stakeholders which will inform the Board’s decision making.
  • The process will use the SOAR or PESTEL approach, or combination of both.
  • The process will be transparent.
  • The process will be supported by the Chief Executive Officer, Policy and Advocacy Lead, Director of Communications and Stakeholder Relations, and other staff as required.

• Proven experience in strategic planning with the not-for-profit and health care sector in Ontario, including experience with conducting stakeholder consultations, gathering and analyzing data to inform decisions.
• Demonstrated experience in anti-racist and anti-oppression approaches.
• Knowledgeable about strategic planning tools.
• Demonstrated experience in appreciative inquiry approaches.
• Familiarity with using the Strengths, Opportunities, Aspirations, Results (SOAR) approach, or Political, Economic, Social, Technological, Environmental, Legal (PESTEL) approach in strategic planning.
• Excellent facilitation and communication skills; and using virtual platforms.
• Experience with provincial associations an asset.
• Understanding of primary and social care services an asset.
• Understanding of health equity an asset.
• The Consultant’s firm must be based in Ontario, Canada.
