This Request for Proposals (“Request for Proposals” or “RFP”) is an invitation by Simon Fraser University (“SFU” or the “University”) to prospective proponents (“Proponents”) to submit proposals (“Proposals”) for the provision of Prime Consultant Services including services of Sub-Consultants for Terry Fox Field and Field 4 Resurfacing (the “Project”), as further described in this RFP, at SFU’s Burnaby campus address at 8888 University Drive, Burnaby, BC.

Terry Fox Field and Field #4 at the Burnaby Campus are used by a plethora of user groups including Athletics & Recreation for varsity games and practices, SFU Recreation programming, student clubs and both internal and external community events. The fields, roughly 180,000 square feet combined is the largest open outdoor space for activities on campus.
The replacement of the two synthetic turf fields due to their age and near failure of safety/condition assessments is being proposed. The current fields have reached the end of their lifecycle, and their deteriorating condition poses safety risks to users. By replacing these fields, we will ensure the provision of a safe and high-quality playing surface, benefiting athletics, sports organizations, and the community at large. The two synthetic turf fields in question were installed over a decade ago (Terry Fox Field = 2011; Field#4 = 2004) and their condition has significantly deteriorated over time. Continuous use, exposure to harsh weather conditions, and reoccurring snow removal have led to issues such as excessive wear, uneven surface, infill displacement, and reduced shock absorption.
Expected outcome
- The project is to replace Terry Fox and Field #4 synthetic surfaces, subsurface will be reviewed during the design of the project. The project scope will also include the following:
- Field lines will be established for Soccer, a study will be undertaken to understand the feasibility to centre the field lines on the stadium while lengthening the playable area to 120 yards, without affecting the track, field four will be adjusted to match Terry Fox Field.
- Existing football field goals to be removed as part of the project
The Project is expected to be completed in September 2026.
