The Ottawa International Airport Authority (OIAA) invites qualified, factory-trained Security Systems Integrators to submit Proposals for the provision of Security Systems Integration, Maintenance, and Support Services. The objective of this Request for Proposals (RFP) is to establish contractual arrangements that ensure the continued reliability, compliance, and performance of OIAA’s critical security systems. These systems include, but are not limited to: • the Access Control System (ACS), • the Video Management System (VMS) and associated Video Analytics, and • the License Plate Recognition (LPR) system. The Authority intends to establish a performance-based agreement with the successful Proponent. This agreement will incorporate clearly defined performance standards, service level commitments, and outcome-driven metrics, mutually agreed upon during contract negotiations. These measures will serve as the foundation for evaluating ongoing service delivery and will determine the application of financial incentives or penalties. Performance will be assessed against these agreed-upon metrics and outcomes to ensure accountability and continuous improvement. The successful Proponent will be required to enter into: • a Service Agreement for the delivery of ongoing preventive, corrective, and emergency maintenance and support; and • a Standing Offer Agreement, known to the Authority as an Open Order Agreement (OOA), for the delivery of project-based system upgrades, expansions, and integrations on an as-required basis. All work performed under the resulting agreements must comply with applicable manufacturer specifications, OIAA Security and IT policies, and all relevant Canadian Aviation and Aviation Security Regulations and Acts. The successful Proponent must provide qualified, certified, and security-cleared personnel to ensure the safe and uninterrupted operation of all covered systems.
