NOTICE TO CONSULTANTS
The Jacques Cartier and Champlain Bridges Incorporated, a legally constituted body corporate having its head office in Longueuil, Province of Quebec, established by the St. Lawrence Seaway Authority Act and herein acting and exercising its powers as an agent of His Majesty in right of Canada (hereafter referred to as “Owner”), invites you to submit a proposal for the Contract n 80619 / Services Contract for the period from 2026-2027 to 2034-2035 in order to acquire, integrate, support and develop a new enterprise resource planning solution (hereinafter referred to as the “Contract”).
The Owner, as a manager of major infrastructures, adheres to the principles respecting the Government of Canada’s relationship with Indigenous peoples and is moving forward on reconciliation with Indigenous peoples by taking action to reduce inequalities.
Summary of the steps (reference Section 2, Article 2.01)
The procurement process consists of the following main stages, which are described in greater detail below in the Instructions to Consultants:
Step 1: Submission of the Initial Proposal;
Review of the eligibility of Consultants and the compliance of their proposals with the minimum requirements (Articles 2.02 and 2.03)
Step 2: Conduct of discussion workshops with eligible Consultants who have submitted an Initial Proposal that meets the minimum requirements;
Step 3: Submission of the Final Proposal;
Step 4: Evaluation of Final Proposals received;
Step 5: Final negotiation and award of the Contract.
The Request for Proposal Documents for Contract n 80619 are available through “Merx” Private Tenders at http://www.merx.com/pjcci, at the following costs, which are payable directly to Merx, by credit card:
- for those who do not hold a subscription giving access to the Owner’s requests for proposals on Merx: $60.00 per request for proposals for downloading the Request for Proposal Documents. With respect to addenda, fees are $4.95 per month for the duration of the request for proposals, $2.00 per request for proposals and $0.12 per page for automatic delivery by email;
- for those who hold a subscription giving access to the Owner’s requests for proposals on Merx: free downloading of the Request for Proposal Documents. With respect to addenda, fees are $2.00 per request for proposals and $0.12 per page for automatic delivery by email.
The submission of a proposal constitutes an assertion that the Consultant has read all Request for Proposal Documents and agrees to the conditions therein set forth.
This request for proposals is covered by Chapter 5 Government Procurement of the Canadian Free Trade Agreement and by Chapter 19 Government Procurement of the Comprehensive Economic and Trade Agreement / Canada-United Kingdom Trade Continuity Agreement.
As part of this Request for Proposals, the opening of the Initial Proposals will be followed by Discussion Workshops, held individually with each eligible and compliant Consultant, for the purpose of clarifying the Owner’s requirements from a technical, financial and contractual perspective. These workshops will be followed by an invitation to submit a Final Proposal in order to take into account the outcomes of the workshops.
Upon receipt of the Final Proposals, the Owner will conduct a qualitative evaluation of the submissions received. It will then enter into negotiations with a view to entering into a contract with the Consultant having submitted the most advantageous Final Proposal, while preserving the fundamental elements of the final Request for Proposals and the Final Proposal submitted.
The deadline for the receipt of the Initial Proposals is Tuesday, March 17th, 2026, at 3:00 p.m.
Consultants must submit an Initial Proposal using the following documents, in accordance with the Instructions to Consultants (Article 2.03.2):
- Section 4A Technical Offer – Initial Proposal (Section 4A (PDF) and its appendices);
- Appendix 3 of Section 3 – Table of Functional and Technical Requirements (PDF);
Consultants must include all supporting evidence deemed relevant.

Our office hours are Monday to Friday from 8:15 a.m. to 12:00 p.m. and from 1:00 p.m. to 4:30 p.m.
No proposal received after the closing date and time indicated above will be accepted. The time of receipt of proposals shall be deemed to be the date and time indicated on the email transmitted to the Owner.
The Consultant may submit its proposal in either of Canada’s two (2) official languages.
The Owner does not bind itself to accept any proposal, notably if the Owner determines that it is not in the public interest to award the Contract.
