Black & McDonald Limited manages small projects at various Department of National Defense Armories across, Southern, Southwestern and Northern Ontario. In order to facilitate projects, Black & McDonald Limited maintains a list of Subcontractors and Professional Consulting Firms that they can call upon to deliver small projects. Black & McDonald is pre-qualifying Firms to expand their pool of capable firms who will be invited to bid on various project opportunities valued between $5,000 and $300,000. Black & McDonald Limited reserves the right to add or remove firms from the list as more firms obtain clearances or others expire. If you have previously responded to this pre-qualification you do not need to reapply (if uncertain of status, email the contact below).

Black & McDonald is seeking submissions from Contractors that hold valid Facility Security Clearance (FSC) at the level of ENHANCED RELIABILITY and SECRET issued by the Canadian Industrial Security Directorates (CISD), Public Works and Government Services Canada (PWGSC). The Firm’s personnel requiring access to sensitive work sites must EACH hold a valid personnel security screening at a minimum level of ENHANCED RELIABILITY as required, granted or approved by CISD/PWGSC. If your company doesn’t have PWGSC clearances B&M would be interested in sponsoring your company to achieve these levels of clearances if there is willingness to do so.
Qualified Contractors will be invited to bid on opportunities on an ad hoc basis throughout the year.
Applicants are required to complete all questions included in this document in full; failure to so may preclude you from future opportunities. Successful applicants may be required to complete a Subcontractor Assessment Form in order to assess Health & Safety information for example. This will be completed at a later date.
