This Request for Proposal (“RFP”) issued by Group Health Centre invites qualified Proponents to submit non-binding offers for the provision of snow removal, sanding/salting, and spring clean-up services at its 240 McNabb Street campus, as further described herein.
The scope of work includes all labour, equipment, materials, and services necessary to perform:
- Snow and ice monitoring
- Snow plowing and removal
- Sanding and salting for pedestrian and vehicular surfaces
- Spring sweeping and clean-up
All work must be performed in accordance with applicable legislation and best practices to ensure safe and accessible conditions, including full compliance with municipal bylaws, the Accessibility for Ontarians with Disabilities Act (AODA), and Group Health Centre policies.
The anticipated contract start date is October 1, 2025.
The initial term of the Agreement will be for three (3) years, with an option to extend for an additional twelve (12) months under the same terms and conditions, at the sole discretion of GHC. The total Agreement term shall not exceed four (4) years.

- Proposals must be submitted by email only to the Contact Person identified in Part 1, Section 3.
- Hard copy submissions will not be accepted.

Mandatory Requirements
All Proposals must include the mandatory submission forms and documents listed below. Proposals that do not meet these requirements will be subject to the Rectification Process outlined in Section 6.1.2.

Rectification Process
If a Proposal is missing one or more of the components below, the Proponent will be given an opportunity (before the rectification deadline) to correct only the following deficiencies:
· Appendix 1 – Missing signature or incomplete proponent info
· Appendix 2 – Missing pricing components
· Appendix 3 – Missing reference details
Only proposals that satisfy all mandatory requirements by the rectification deadline will proceed to Stage I evaluation. Proposals that do not will be disqualified from further consideration.
