PLEASE READ THE FOLLOWING COMPLETELY AND CAREFULLY PAYING ATTENTION TO ALL REQUIREMENTS AND DATES

CBC/Radio-Canada is seeking Proposals from industry in response to its Request for Supply Arrangement (“RFSA) to retain a pool of vendors that can produce special ad formats within the digital ecosystem for CBC/Radio-Canada.

1. SUMMARY OF REQUIRED GOODS/SERVICES:

CBC/Radio-Canada is requesting a two (2) year firm proposal with the possibility to extend for three (3) mandates of one (1) year each.

The Services required under this RFSA are for Suppliers that can provide special ad formats within the digital ecosystem of CBC / Radio-Canada. Formats capabilities should include but not limited to: Display, Video, Native and Social Media.

Service Agreements (SA’s) are written agreements entered into between CBC/Radio-Canada and suppliers, whose intent is to establish a framework with Qualified Suppliers to permit the expeditious processing of legally binding contracts for specific services through a Statement of Work (SOW). SA’s establish a set of procurement procedures and include a minimum set of contract terms and conditions applicable to any resulting contract(s) formed by an executed SOW and shall be submitted as a Purchase Order for each executed SOW

2. TO OBTAIN THE RFSA DOCUMENTATION
As CBC/Radio-Canada uses Merx (https://www.merx4.merx.com/cbc) to manage its solicitation process, all Respondents must obtain the RFSA documents through Merx. Here is the link to the Merx Quick Get Started Steps

Determine your eligibility to participate based on the description/objective statement for the RFSA.
To obtain the documents you must be registered with Merx. If you are not already registered, please follow the Merx Quick Start Guide link above.

Please note that CBC/Radio-Canada is not responsible for the distribution of the documents.

3. COMMUNICATION WITH CBC/RADIO-CANADA
Any contact with CBC/Radio-Canada at this stage of the RFSA must be undertaken by e-mail only, which will be addressed to the CBC/Radio-Canada Representative for this RFSA, whose co-ordinates appear below. All e-mails pertaining to this RFSA must state the RFSA reference number (RFSA RMM20230628 Special Ad Formats) in the “Subject” of the e-mail.

Once the tender documents have been obtained, Respondents may have queries, require further information or clarification, or discover certain omissions or ambiguities in the RFSA documents. If so, or if there is any doubt about the meaning of any part of this RFSA, shall submit their questions through MERX no later than the date specified in PART I: INTRODUCTION, Table 1: Critical Dates in the RFSA Process of the main document.
CBC/Radio-Canada reserves the right to answer only those questions submitted through Merx.

4. RECEIPT OF RESPONSES
Responses must be received by CBC/Radio-Canada, via electronic submission to the Merx Website (www.merx.com) as indicated in the Critical Dates table below, “RFSA Submission Closing Date”.

Receipt of Suppliers questions by CBC/Radio-Canada - Open & Ongoing
CBC/Radio-Canada provides response to Suppliers’ questions - Within 6 business days of receipt
RFSA Submission Closing Date - Indefinite or until CBA/Radio-Canada no longer requires the service

The Respondent has the sole responsibility for the timely receipt of a Response by CBC/Radio-Canada. The Respondent cannot transfer such responsibility to CBC/Radio-Canada. The MERX clock shall be used to determine the time of receipt of the Response, whether the time indicated on such clock is accurate or not.

Partial Responses, amendments or revisions which are received after the date and time for the RFSA Submission Closing Date will not be accepted.
