QCH is looking for a professional service provider to support the hosting of SHIIP in the cloud which includes but is not limited to the ongoing monitoring and management of the cloud environment, infrastructure and services that support the operation of the SHIIP application in Amazon Web Services (AWS), as further described in Schedule F: Services. QCH migrated SHIIP to AWS in March 2023. SHIIP is a web-based information system processing personal information that support the delivery and planning of health care in Ontario, including integrated care across clinical setting and regional care co-ordination. SHIIP also generates reports and data sets which support activities including division-making, analysis, planning and reporting. Entities using SHIIP (“SHIIP Participants”) include primary care sires, home and community care providers, mental health service providers, community support services, paramedic services and hospitals. SHIIP Participants are health information custodians (“HICs”), as that term is defined in Ontario’s Personal Health Information Protection Act, 2004 (“PHIPA”). QCH provides various information management and technology services, and business program management services to SHIIP Participants (“SHIIP Services”). QCH is not in the full-time business of providing SHIIP Services, and at times, relies upon the provision of hardware, software and information technology related services from third parties (“Third Party Providers”). The SHIIP Participation Agreement governs the delivery of SHIIP Services by QCH (directly or through its Third Party Providers) to the SHIIP Participants. QCH enters into and manages all required agreements with Third Patry Providers. Schedule C provides the applicable draft Agreement. Protecting individual’s privacy and the confidentiality of information is of the utmost importance for SHIIP’s stakeholders. SHIIP Services enable Participants to process personal information, include personal health information (as defined by PHIPA). Depending on the nature of the SHIIP Services it is providing, QCH assumes responsibilities for personal health information as a PHIPA electronic service provider, health information network provider or agent. The SHIIP Participation Agreement establishes privacy and security requirement for QCH, and limits QCH’s activities involving personal health information.
