Delivery and Opening of Tenders
The Town of Hearst requires that Tenderers use the two-envelope system to submit their tender.
- The first envelope to be opened first shall contain the tender deposit (10% certified cheque or as described in the Tender) and the Agreement to Bond.
- The second envelope shall contain the Tender Form, Standard Tender Requirements, Contractor’s Qualification Statement, Schedule of Unit Prices, Schedule of Work and any other form as required by the Tender Documents.
Both envelopes are to be sealed and opaque and clearly marked as to the contents.

Envelope #1 must contain the Agreement to Bond and Tender Deposit otherwise the Tender will be deemed non-compliant and Envelope #2 will not be opened.
Tenderers shall ensure that the outside of the envelopes bears the Tenderer’s return address and a label clearly identifying the project for which the bid is submitted.
Tenderers are to submit their Tenders at the Hearst Town Hall, 925 Alexandra St., to:

Tenders must be received no later than 3:30pm local time on October 23, 2025 (the “Closing Date”). The term “local time” shall mean the time as measured by the identified receptionist’s clock at the recipient’s location.
Tenderers are solely responsible for the method and timing of delivery of their Tenders. Tenders which are submitted by facsimile transmission or by electronic means will not be considered. Late Tenders will be returned to the Tenderer, unopened.
Tenders will be opened publicly at 3:35pm local time on October 23, 2025 at the Hearst Town Hall.
