Vendors are invited to submit their Proposal to become a VOR Enterprise Technology Transformation Support Services. Selected vendors would work closely with various members of the Information Technology and Digital Transformation Team, the Organizational Planning and Delivery Team and the Measurement and Evaluation Team, and occasionally staff outside of it, to deliver required services.

Additional Bidding Instructions

Communication will not be effective unless the RFP Contact Person responsible for managing this RFP Process formally confirms these communications in writing. In no circumstances shall verbal communications govern over written communications.
Respondents must send an Expression of Interest by email to Colby Williams (ett-rfp@hec-esc.ca) with subject heading “RFP #2026-01-IT-DT-VOR-001 for Enterprise Technology Transformation Services” no later than 12 pm ET on February 27, 2026.
A complete email Proposal and a completed Affiliate Conflict of Interest Disclosure Form (Appendix A) must be submitted via email only no later than 12 pm ET on March 10, 2026 to the RFP Contact Person as follows:
