Northwest Connect General Partnership (“NWC”) invites professional contracting services through this Request for Tender (“RFT”). NWC, entered into the Design-Build-Finance-Operate&Maintain (“DBFO”)
Agreement with the Alberta Ministry of Transportation and Economic Corridors (“MoTEC”) in 2008 for the Northwest Anthony Henday Drive (“NWAH” or “the Project”). NWC assumes responsibility for all facets of the highway's construction, operations, and rehabilitation. The Project spans approximately 21km, featuring four and six-lane sections, eight interchanges, and 29 structures in Edmonton, Alberta.
The designated project operator is Carmacks Maintenance Services Limited (“CMSL” or the “Operator”), overseeing all Operations and Maintenance (O&M) activities on the road, as well as ensuring project and public safety.
As part of NWC’s commitment to rehabilitation under the NWAH DBFO Agreement, multiple local areas have been identified for pavement repairs, collectively referred to as "the Works". These repairs encompass a minimum requirement of 50mm mill & fill patches, with some potential areas for base/deep repairs and profile milling. The distribution of the Works spans across the entire project.
To accommodate project intricacies and field conditions, the contractor is expected to allow for a variation of up to 25% (i.e., approximately -10% to +15%) in the specified repair dimensions (area), and associated quantities. This variation will be subject to adjustment in the final contract agreement, aligning with the rates provided in the bid. The specific dimensions for all patching works and potential deep/base repair/profile milling areas will be confirmed in the field before the commencement of the Works. This approach ensures precision and adaptability, allowing for optimal responsiveness to the unique conditions of each repair site.
This RFT is scheduled to close on January 26, 2024, with the contract targeted for award by February 26, 2024. The Works may commence on-site once weather conditions permit, and the targeted completion date for the Works is August 30, 2024.
NWC retains the right, at its sole discretion, to disqualify any or all RFT responses, cancel the RFT process, reject any or all responses, and re-tender similar Works at any time. The acceptance of the lowest offer is not obligatory, and NWC reserves the right to make decisions in the best interest of the project.
