DESCRIPTION OF PROCUREMENT
The University is conducting an RFP for Employer of Record Services in Africa.
The University of Toronto (University), in partnership with eight leading African universities and the Mastercard Foundation, has established the Africa Health Collaborative (AHC). The AHC is a pan-African initiative aimed at transforming health and wellbeing across the continent through three strategic pillars: Health Employment (HEMP), Health Entrepreneurship (HENT), and Health Ecosystems (HECO). The University, serving as the Secretariat of the AHC, invites qualified service providers to submit Proposals for Employer of Record (EoR) services to support staffing in Ghana and Kenya.
The purpose of this RFP is to identify and engage a qualified EoR service provider to:
- Retain and manage existing staff on behalf of the AHC Secretariat in Ghana and/ or Kenya, setting contract terms in coordination with AHC.
- Provide full payroll and administrative support in compliance with local labor laws.
- Support recruitment, onboarding, and HR services for project staff.
The procurement is anticipated to involve negotiation. An electronic auction is not anticipated

Submissions must be submitted electronically at https://utoronto.bonfirehub.ca/ on or before Friday, August 29, 2025 (2:00 PM local time). The submissions will not be opened publicly.

CONTRACT DETAILS
The term of the agreement is three (3) years with three (3) years extension/ renewal option.
