DESCRIPTION OF PROCUREMENT
The University requires housekeeping services for various sites at the St. George Campus in downtown Toronto, Ontario. These sites include multi-stories residences that houses students, staff, and/or their families, and a conference centre.
This is a multi-category RFP wherein specific sites are grouped as one category. Proponents may decide which category or categories they wish to bid on. Hence, Proponents may submit a Proposal for one or more categories. The categories are as follows:

Category 1 – Innis College Residence
Category 2 – Woodsworth Residence
Category 3 – Graduate House including Oak House and Knox Residence
Category 4 – University Family Housing (Charles Street West Residences)
Category 5 – Chestnut Residence and Conference Centre

The intent of the RFP is to select and potentially award to a Negotiations Proponent for each category to provide housekeeping services including the necessary labour and associated equipment, cleaning supplies and any other products and systems necessary to perform the required scope of work, where indicated. Proponents have the option to bid on any or all categories. Proponents may be awarded agreement for one or more categories.

There are incumbent vendors providing current work at these sites. The University will work with the Negotiations Proponents and the Negotiations Proponents are expected to cooperate with the University on the smooth transition to the new agreements.

The procurement is anticipated to involve negotiation. An electronic auction is not anticipated

Submissions must be submitted electronically at https://utoronto.bonfirehub.ca/ on or before Monday, January 12, 2026 (2:00 PM local time). The submissions will not be opened publicly.

This procurement is subject to the following trade agreement(s):

The Comprehensive Economic and Trade Agreement, Chapter 19

CONTRACT DETAILS
The term of the Agreement will be for three years with the option to renew for three additional two-year period for a total of nine years.
