DESCRIPTION OF PROCUREMENT
The University is conducting an RFP for SAP SUCCESSFACTORS IMPLEMENTATION PARTNER.
The University is entering Phase 2 of its Enterprise Modernization Program, focused on implementing SAP SuccessFactors to modernize HR systems for over 33,000 staff and faculty. This phase will deploy Employee Central (EC) and Onboarding 2.0, while optimizing existing modules such as Recruiting, Learning, and Performance & Goals. The University seeks a certified SAP SuccessFactors implementation partner with proven experience in large-scale HCM transformations and higher education HRIS environments. The Successful Proponent will lead the design, configuration, integration, and deployment of EC and Onboarding 2.0. Proponent should support future-state HR processes for over 33,000 staff and faculty, including:

Configuring workflows, business rules, faculty-specific fields, document management, and multiple assignment capabilities.
Managing the full employee lifecycle in alignment with university HR policies and union agreements.
Delivering robust reporting and analytics, including People Analytics training and custom report modifications.

The procurement is anticipated to involve negotiation. An electronic auction is not anticipated.

Submissions must be submitted electronically at https://utoronto.bonfirehub.ca/ on or before Friday, January 16, 2026 (2:00 PM local time). The submissions will not be opened publicly.

The University, may at its sole and absolute discretion, conduct reference check with one or more shortlisted Proponents from Stage 2.
