2021-01 - Develop and Document an Integrated National African Swine Fever Response Plan

Building from the overarching Pan-Canadian Framework for Action which encompasses activities across the prevention, preparedness, response, and recovery continuum, develop and test a Pan-Canadian integrated response plan to enable a co-ordinated Canadian response to an African Swine Fever incursion in Canada.
The deliverables from this RFP are as follows and may be provided by one or multiple Proponents as determined by the ASF Executive Management Board Representatives and the NFAHW Council:

 

1. Develop a cross partner African Swine Fever response plan integrating the actions and resources of provincial governments, federal governments, industry, and the regional and Canadian swine industry associations.

2. Through the response plan development process, the proponent should in the form of a written report identify gaps and, in collaboration with the ASF Coordinator, the ASF Framework for Action Pillar Champions and working groups, identify solutions or recommendations for the identified gaps.

3. Identify and evaluate existing domestic and international animal health response plans including the Canadian Food Inspection Agency Hazard Specific Plan, the African Swine Fever Response Plan: The Red Book, Animal Health Emergency Management Plans, the provincial Foreign Animal Disease Emergency Strategies, and utilize this review to identify and provide written recommendations as to what key content should be included in Canada’s collaborative approach to an effective integrated Pan-Canadian ASF Response plan.  

4. Test the proposed African Swine Fever Response Plan and amend based on stakeholder feedback as required.
