This Request for Proposals (RFP) is an invitation by BC Housing Management Commission (BC Housing), to prospective proponents to submit proposals for the provision of Architectural Design Services for a new affordable housing project in District of Sooke.
The proposed project involves development of shelter, affordable and low-end market rental units as part of the Regional Housing First Program (“RHFP”), a partnership between CRD, BC Housing and Canada Mortgage and Housing Corporation (“CMHC”). The purpose of the RHFP is to create a spectrum of affordable housing in the Capital Regional District. This project fulfils several public mandates and demonstrates the cooperation of three public partners.
The project is to develop 75 affordable rental housing units by December 2020 at 2170 Charters Road in Sooke, BC. Lot consolidation is anticipated as part of the redevelopment. The lot is zoned Medium Density Multi Family 2 (RM2), which outlines a maximum density of 50 dwellings per hectare; a maximum building height of 20 metres; and a maximum site coverage of 45%.

- Phase 1 – preliminary consultation, three concept plans, one preferred plan
- Phase 2 – consultation, refined preferred plan and designs
- Phase 3 – development permit application, and any follow up requirements
