Description

The overarching purpose of the project is to set the foundation for any further skills development undertaken by bio-economy employers, educators, labour market researcher, and policymakers. It will also serve as the basis for accreditation and certification of skills in the bio-economy.

BioTalent Canada’s has 46 existing Skills (https://biotalent.ca/skillsprofiles) and Skills At-A-Glance Profiles (https://biotalent.ca/ataglance), originally developed between 2007- 2011. This material will serve as a foundation for the development of the National Occupational Standards for the bio-economy sector; however, the final deliverables may result in a different set of NOS. The project methodology will determine the final set of occupations.

The project’s objectives extend beyond creating National Occupational Standards for the bio-economy, by creating a structure that will:

Allow for cost-effective and regular updates of the National Occupational Standards.
Contain the necessary information to facilitate the use of the National Occupational Standards in the development of exams for possible future certification of skills programs .
Organize information within a competency framework to facilitate the development of a “learning and recognition of skills framework” model for the bio-economy and, facilitate the development of criteria for future accreditation of curriculum programs.
Allow for easy transfer of the National Occupational Standards content into web tools.
Allow for easy customization of the National Occupational Standards content into other HR tools.

BioTalent Canada is seeking a vendor with comprehensive expertise in the development of industry National Occupational Standards to accomplish the following:

Create a competency framework to guide the development of National Occupational Standards for the bio-economy.
Define the methodology to develop the National Occupational Standards based on the competency framework.
Identify the National Occupational Standards to be developed based on the proposed competency framework and methodology.
Conduct secondary research followed by consultations with industry professionals to determine the skills and competencies required to perform well within each occupational function. Each National Occupational Standard will be validated by sector workers, employers, and academic partners.
Create essential skills profiles for all the National Occupational Standards. The profiles must include language benchmarks ratings.
Create, through secondary research and based on the competency framework and National Occupational Standards, a preliminary model for a “Learning and Recognition of Skills” framework for the bio-economy. The framework can also be referred to as a “Training Qualifications” model.

The overall project cost should not exceed a maximum of $600,000 (before taxes; excluding project travel) in professional fees for the total project. BioTalent Canada will reimburse project related consultant’s travel costs as per Treasury Board of Canada travel reimbursement guidelines.

It is anticipated the project will begin March 2019 and will be completed over an 18-month time period.

These modernized National Occupational Standards will help promote efficient labour mobility within the sector while helping employers effectively recruit and train talent, assist job seekers in assessing their skills to enter the field and assist educators in developing relevant curriculum.
