HR Perspectives and Labour Market Information Study for the Bio-economy Sector

Current independent and industry driven LMI is critical to better understand the sector’s HR landscape and to develop practical HR strategies to alleviate labour market challenges. BioTalent Canada plans to conduct a widespread census of the companies within the industry to get a full picture of the composition of the bio-economy. Through extensive surveying and interviewing, it will generate detailed LMI reports highlighting current conditions of the labour market. It will also examine the bio-economy by region providing granular details of the hiring needs, the supply of talent and the emerging HR trends of the industry across Canada enabling the organizations to respond accordingly.

BioTalent Canada is looking for consulting firms with expertise in economic analysis and/or qualitative research to conduct BioTalent Canada's bio-economy labour market information study. The project consists of two distinct modules.

Module 1: Economic analysis of labour market demand and supply for the bio-economy sector in Canada.
Module 2: In-depth study on employers’ perspectives on issues, best practices, and solutions to labour market demand and supply misalignment in the bio-economy sector in Canada.

Consulting firms will be able to submit proposals for both or each module separately depending on their expertise. Each module will be evaluated on its own and must have an expert lead consultant acting as project manager and as the main researcher. Each consulting team must demonstrate in-depth expertise and experience in each module. It is expected that module 1 will be conducted by an economists’ team and module 2 will be conducted by a qualitative researchers’ team with at least one economist advisor.

It is expected that the consulting firm(s) contract out, if not available internally, a national surveying firm to undertake any surveys planned for the study and a job posting analytics firm to run that analysis. The cost of the survey and the job posting analysis components must be distinct from other project costings.

The overall project cost should be between $200,000 and $300,000 per module for a maximum of $600,000 (before taxes; excluding project travel; including survey and the job posting analysis cost) in professional fees for the total project.

The research for both modules will occur in parallel starting middle of February 2019 to end of March 2020. It is anticipated the two modules' project managers will collaborate to align their research content and timelines.
