Objectives of the work
To complete our product management practice, we need to be able to:
1. Measure product value in a not-for-profit business model. This means that value should not be centered on profit maximization. (“Value Measures”)
2. Have the draft Product Management Framework (Appendix D) be reviewed to make improvement recommendations. (“Product Framework Review”)
3. Receive recommendations for an organizational Implementation Management Plan to implement the Product Management Framework across CIHI. (“Implementation Management Plan”)
Scope of work
With respect to the objectives stated above, the scope of the three corresponding work items is as follows:
1. Value Measures
- Identify a set of 3-10 key performance indicators (KPI) and describe how each KPI would be a good indication for measuring product value.
- Identify how the data for these KPIs will be collected and the methodology used for calculation.
- The same set of KPIs should be compatible to be used for all product types listed in the Project Background section to ensure value comparability.
- The KPIs should be able to be calculated at least on a quarterly basis.
- The KPIs should have a desired direction (i.e. the higher the value, the better).
2. Product Framework Review
- Review the draft Product Management Framework that has been completed by CIHI by providing feedback, and insights into things we are missing, and any recommended changes.
- Provide advice on the best approach on integrating the framework with the following pre-existing CIHI processes:
- Project management and portfolio prioritization/selection
- Iterative development life cycle (iDLC)
- Digital and web content process and guidelines
3. Implementation Management Plan
- Provide a plan that outlines how our organization can transition from its current state to one that has adopted product management
- Identify existing processes that should be modified to include additional product management practices.
- Identify who should be on the change management governance team.
- Develop plan with major timelines, milestones, and costs.
- Once CIHI chooses the product managers, develop an education plan for the product managers.
CIHI will be evaluating each work item separately and may select different bidders for each one. Bidders can choose to submit a Proposal on one single work item, two work items or can bid on all three. CIHI will evaluate each work item separately and award a contract(s) based on the evaluation criteria identified in this RFP.
