Project Management services at CBC/Radio-Canada

PLEASE READ THE FOLLOWING COMPLETELY AND CAREFULLY PAYING ATTENTION TO ALL REQUIREMENTS AND DATES.

1. SUMMARY OF REQUIRED SERVICES:
The key objectives in issuing this RFSA are as follows:

The purpose of the Request for Supply Arrangement is to qualify experienced project managers projects from maximum 2 firms per region: Quebec, Ontario, East and West of Canada to whom CBC / Radio-Canada may entrust the management of certain complex projects. As part of its real estate activities, CBC / Radio-Canada must implement projects of various types, ranging from space redevelopment, roofing replacements, mechanical or electrical system replacements or upgrades, through to highly complex media engineering projects with specialized equipment installation requiring a high level of project coordination.

2. MANDATORY REQUIREMENTS:
This RFSA is open only to Proponents who meet each of the following mandatory requirements.
A.2.1    Years in Business
     Proponents must have been in business for at least five (5) years.
A.2.2    Experience/Expertise
A.2.2.1        As evidence of their capacity to undertake an agreement with CBC/Radio-Canada, Proponents must provide at least one (1) contract, over the past fifteen (15) years, in project management (for a building construction project with a high level of technology, preferably in the media industry, and whose construction work is valued at least $10 million).
                   This contract could have been completed by the Proponent or by the Principal Resource (as an employee of the Proponent or any other company).

A.2.2.2        The Proponent must propose a Principal Resource,who have at least fifteen (15) years of proven project management expertise and a member in good standing with professional bodies in their jurisdiction. Having PMI Project Management Professional (PMP) designation is an asset.

3. TO OBTAIN THE RFSA DOCUMENTATION
As CBC/Radio-Canada uses MERX (https://www.merx4.merx.com/cbc) to manage its solicitation process, all Proponents must obtain the RFSA documents through MERX. Here is the link to the MERX Quick Get Started Steps for new users (http://bit.ly/2NW0a93).

4. COMMUNICATION WITH CBC/RADIO-CANADA
Any contact with CBC/Radio-Canada at this stage of the RFSA must be undertaken by e-mail only, which will be addressed to the CBC/Radio-Canada Representative for this RFSA, whose co-ordinates appear below. All e-mails pertaining to this RFSA must state the RFX reference number (RFSA # PM20190909) in the “Subject” of the e-mail.

Once the tender documents have been obtained, Proponents may have queries, require further information or clarification, or discover certain omissions or ambiguities in the RFSA documents. If so, or if there is any doubt about the meaning of any part of this RFSA, must submit their questions through MERX no later than the date specified in PART I: INTRODUCTION, Table 1: Critical Dates in the RFSA Process of the main document

5. RECEIPT OF PROPOSALS
Proposals must be received by CBC/Radio-Canada, via electronic submission to the MERX Website (www.merx.com) no later than June 22, 2020 at 8:00:00 pm, Eastern Time.

The Proponent has the sole responsibility for the timely receipt of a Proposal by CBC/Radio-Canada. The Proponent cannot transfer such responsibility to CBC/Radio-Canada. The MERX clock shall be used to determine the time of receipt of the Proposal, whether the time indicated on such clock is accurate or not.

Partial Proposals, amendments or revisions which are received after the date and time for the RFSA Submission Closing Date will not be accepted.

CBC/Radio-Canada retains the right to negotiate with Proponents on any procurement.
