The intent of the RFP is to provide the CoA with a plan to complete the upgrades for the headworks screen and washer/compactor and shall include, but not limited to: • Review of current permits and regulations. Provide recommendations and cost estimates for any regulatory requirements to complete the works, which could include, but not limited to, Interior Health Authority (IHA), Provincial MoE and Health Canada permits and/or notifications; • Review of the hydraulic profile of effluent flows into Pump Station No. 1. Provide recommendations on hydraulic profile to provide the CoA with current and future needs in terms of proposed headworks screen and washer/compactor upgrades; • Review of the existing layout, equipment, controls and schematics for Pump Station No. 1; • Review with the CoA the current operating budget and staffing capabilities; • Recommendation of specific new screening equipment that will best meet the CoA requirements and operating budgets. Will include warranty information, operational and maintenance requirements and Class B costing; • Recommendation of specific new washer/compactor equipment that will best meet the CoA requirements and operating budgets. Will include warranty information, operational and maintenance requirements and Class B costing; • Recommendation of any specific new equipment and infrastructure requirements for operations and maintenance of new screen and washer/compactor equipment. Will include Class B costing ; • Review meeting with City staff to confirm and get approval on the recommendation of all equipment and required infrastructure; • Prepare any drawings, schedule of quantities and specifications required to put recommended works out to tender.
Prepare complete tender document for the supply and installation of all equipment and infrastructure; • Provide Contract Administration, including field services, record documentation and operation and maintenance manuals. • The Owner requires Substantial Completion by no later than March 9, 2018.
The City of Armstrong reserves the right to accept or reject any or all Proposals and to waive any informality in the proposals received, in each case without giving any notice. The City of Armstrong reserves the right to accept any Proposal or part of any Proposal as deemed to be in their interest. The lowest fixed fee or any proposal will not necessarily be accepted. Any proposal received after the noted closing time will not be considered.
