Description

Background

The Robert O. Pickard Environmental Centre (ROPEC) provides municipal wastewater treatment and discharge to the Ottawa River, for the City of Ottawa (the City) and surrounding rural areas through receipt of hauled wastewater and septage. ROPEC is a Class IV Wastewater Treatment Facility and operates under the authority of Certificate of Approval No. 2426-B2MJSL issued by the Ontario Ministry of the Environment. The facility is located on 67 hectares of land adjacent to the Canotek Business Park in Ottawa East with approximately 28.4 hectares reserved for future growth.

ROPEC treats municipal wastewater using a conventional activated sludge process. The major treatment processes include screening and grit removal, primary treatment, secondary treatment, chemical phosphorus removal, effluent disinfection and dechlorination, anaerobic digestion, digested sludge dewatering, and odour control. The cogeneration facility converts digester gas into electricity and heat. Digester gas can also be used in the boilers or sent to the waste gas burner. The biosolids generated at ROPEC are beneficially re-used through agricultural land application.

The original wastewater treatment facility was built in 1962 and provided primary level treatment. The treatment plant was expanded in 1971 and 1975 to provide the capacity required to accommodate growth. From 1988 to 1993, major expansions and rehabilitation projects increased treatment capacity, improved digested sludge processing, and added odour control provisions. During this time, the level of treatment was also upgraded from primary treatment to biological secondary treatment. Dechlorination was added in 2013 to remove chlorine prior to discharge of treated effluent to the Ottawa River.

ROPEC’s design average hydraulic capacity is 545 MLD and the design peak flow for the facility is 1,362 MLD.

ROPEC operates under the authority of the Environmental Compliance Approval (ECA) issued by the Ministry of the Environment, Conservation and Parks on August 24, 2018 for the following effluent compliance limits:

Project Description

The City is currently updating the Infrastructure Master Plan (IMP) in support of the New Official Plan (OP), scheduled for approval in Q4 2021.

The ROPEC Master Plan supports the City’s update to the IMP (horizon year-2046), and the Development Charges By-Law, which addresses development-related costs associated with the Official Plan Horizon. Planning for existing and future wastewater treatment needs is an important component of the ROPEC Master Plan. The timely expansion and upgrade of wastewater facilities is necessary to accommodate growth and address rehabilitation/renewal needs resulting from aging infrastructure.

In addition, the ROPEC Master Plan is intended to be a comprehensive document that aligns with O.Reg. 588/17 “Asset Management Planning for Municipal Infrastructure” with respect to identifying the lifecycle activities required to maintain current levels of service, and helps to define the proposed levels of service to meet the City’s goals relating to climate change resiliency, renewable energy, and maximizing opportunities to use wastewater as a resource.

The Proponent selected for this assignment will provide professional engineering services for the preparation of the ROPEC Master Plan to address the future needs for ROPEC to the horizon year 2046.

The primary purpose of the ROPEC Master Plan is to provide a comprehensive capital project implementation plan for ROPEC that:

Supports the IMP population growth needs to the 2046 planning horizon.
Identifies capital projects associated with aging assets and the resulting infrastructure rehabilitation/renewal requirements to maintain current levels of service at ROPEC.
Include provisions for options analysis and decision making, and identify capital projects associated with proposed levels of service at ROPEC to provide for goals such as, but not limited to, increased climate change resiliency, renewable energy use, and opportunities to use wastewater as a resource.
Incorporates, validates, and consolidates other plans and ongoing initiatives such that the ROPEC Master Plan provides a “single source of truth and planning” that does not need to be updated for the foreseeable future.
Provides a deliverable that includes establishing a phasing plan and costs associated with infrastructure needs to support capital project implementation at ROPEC through to the 2046 planning horizon.
