Description

Requirement
1. The City of Ottawa hereinafter referred to as the City, is seeking proposal submissions to provide professional consultant services for developing a comprehensive development plan for the City’s two water treatment plants (Britannia and Lemieux Island).

Purpose
The purpose of this assignment is to develop a document that will allow the City to comprehensively understand the growth, renewal and capacity related infrastructure requirements at the two WPPs for the 2046, and possibly to the 2070 planning horizon, along with understanding the respective costs, funding sources and risks. This will in turn support the development of the City’s overall Infrastructure Master Plan, in addition to developing a comprehensive master projects list for the WPPs.

Project Title and Limits
This is an “engineering” type assignment and the scope for this assignment is strictly limited to the Britannia and Lemieux Island Water Purifications Plants.

Objectives
The desired objectives for this assignment are as follows:

Develop a master list, implementation schedule and projects summary for current and future capital works at the WPPs up to the year 2046, derived from existing plans, lists, other relevant documentation, assessments and discussions with City staff.
Assess and understand risks of not carrying out or deferring capital works beyond the stated planning horizon.
Establish Class D capital cost estimates for all identified capital works at the WPPs and understand, identify and quantify their funding source(s).
Conduct desktop capacity assessments for treatment processes at WPPs up to the year 2046 and identify any system/process improvement projects.
Development of site plans for each plant to show current infrastructure and overlay future infrastructure.
Confirm and apply framework for addressing climate change implications in the updated plan. Contingent to its completion, consider climate projections for the National Capital Region and coordination of the framework review with the IMP Consultant and / or City staff.
Utilising information gathered from meeting all the aforementioned objectives, develop a supplementary 10 year capital works plan document.
