The Ministerial Conference on the Canadian Francophonie (hereinafter referred to as the “MCCF”) brings together the provincial and territorial ministers responsible for the Francophonie or official languages within their respective governments. The members of this intergovernmental forum work together on issues affecting the Canadian Francophonie.
As part of its strategic planning process, the MCCF updated its 2015–2020 communication strategy to ensure that it was aligned with the 2020–2023 strategic plan. The MCCF is seeking a consultant to work in collaboration with the Committee on the Promotion of the Canadian Francophonie to complete its 2020–2023 communication strategy, with the addition of the following components:

DESCRIPTION OF MANDATE

Key messages
The MCCF’s Committee on the Promotion of the Canadian Francophonie has identified the MCCF’s clienteles (segments), the MCCF's positioning with respect to each of these clienteles, and the objectives to be attained by the MCCF for each of them. The consultant will be responsible for determining the key messages for each clientele.

List of activities
After the key messages are validated by the Committee on the Promotion of the Canadian Francophonie, the consultant will prepare a list of relevant activities the MCCF could carry out to meet its goals for its clienteles. Each activity must be accompanied by a cost estimate.
The list will have to take into account the MCCF’s current technologies and its intergovernmental nature.

Communication plan for annual ministers’ meeting
The consultant will be responsible for developing a specific communication plan to ensure media coverage of the annual ministers’ meeting in June 2020.
The consultant will work closely with the MCCF’s National Coordination Office and might be asked to present his/her work at the meetings of the Committee on the Promotion of the Canadian Francophonie. The MCCF’s National Coordination Office reserves the right to request, at any time, written updates on how the work to be done in connection with this mandate is progressing.

MATERIALS PROVIDED
To support the consultant’s mandate, access will be granted to the following:

previous communication strategies of the MCCF;
current key messages of the MCCF;
2020–2023strategic plan of the MCCF;
MCCF website;
list of promotional tools developed by the MCCF over the years;
list of activities carried out in the past by the MCCF and their outcomes;
list of activities currently being carried out by the MCCF and their anticipated outcomes.

CONFIDENTIALITY
The successful candidate will agree to respect professional secrecy in the performance of his/her duties. The successful candidate will also agree to respect the confidentiality of any information, reports, or documents received in connection with his/her work.

QUALIFICATIONS

Proven expertise in communications
Good writing skills
Knowledge of how government communications operate
Ability to work as part of a team
Excellent command of spoken and written French
Excellent ability to meet deadlines

PROCEDURE
The consultant hired will sign a service contract with the MCCF.
The service contract does not offer a work schedule or a fixed weekly salary, but rather remuneration based on the consultant’s proposal.

The project will start as soon as possible and will end on May 10, 2020.

The letter of intent must include the following:

a paragraph outlining the main reasons you wish to apply;
a paragraph demonstrating your experience in the drafting of communication plans;
an estimate of your fees for completing the mandate as described;
your (or a resource person’s) name and contact information, including an email and a telephone number;
a complete mailing address;
your (or a resource person’s) signature;
a list of similar mandates completed;
two separate copies of communication plans you have developed.
