About the GCA:
A leader in delivering clinical interventions and training, the Geneva Centre for Autism (GCA) is a not-for-profit registered charitable organization centered in Toronto. The GCA specializes in developing the skillsets of children and adults with autism spectrum disorder (ASD). We strive to enable these individuals and their families to be able to participate in their community.
Scope of Work:
The GCA is currently seeking a quote from qualified vendors for General Contractor Services to renovate the main programming floor of 112 Merton Street. The scope includes the main floor programming area (approx. 5,800 sq feet) and will involve minor interior demolition of some walls (and adding other walls) to repurpose the space into classrooms suitable for programming needs for children and adults with Autism Spectrum Disorder. Scope also includes removing and replacing the flooring, updating/adding client washrooms, adding a kitchenette, and painting.
The construction is anticipated to start in January 2024 and be completed by April 1st, 2024.
Mandatory Site Visit (30 mins):
Interested vendors will be required to visit the site between November 27th and December 6th by contacting ktakata@autism.net to book an appointment. Appointment availability will be scheduled no later than December 4th at 1pm. Floor plans, scope and information will be provided in advance of visit once the site visit is scheduled.
Mandatory Requirements:
- WSIB: All vendors must submit proof of WSIB coverage.
- Liability Insurance: All vendors are requested to warrant that they do not currently have any outstanding liability claims and must provide proof of sufficient liability insurance coverage.
- Conflict of Interest: Applicants responding to this RFQ may not have any personal or business interest that would present an actual, potential or apparent conflict of interest with the performance of the contract to be awarded.
- References: All vendors must provide three (3) references for work of a similar scope.
- Legislative Requirements: All vendors must warrant that they will ensure all legislative requirements under the Occupational Health and Safety Act (OH&S) and Accessibility for Ontarians with Disability Act (AODA) are implemented and upheld.
- Availability: The vendor must submit a schedule that includes when the work will commence and scope along with lead time for selection of materials etc. The vendor must confirm their availability to start and complete the project by April 1st, 2024.
Delivery Requirements:
Quotations are to be sent confidentially via Email to the Procurement Contact.
Evaluation Criteria (weighted scoring):
An Evaluation Team will review submissions, select and recommend the successful Proponent.
Each response will be carefully evaluated and scored by the evaluation team as follows:
Rated Criteria – Weighting Scoring out of 100
Cost Reflective of Scope – 75
Commitment to meet the delivery deadline including demolition to start Dec 27 to Dec 29th – 15
Submission of all requirements – 10
In the case of a tie score, references provided will govern the decision.
Timeline and Review Process:
The applicants will be reviewed by the procurement committee during the week of December 18th, 2023 and the successful vendor will be notified by end of day on December 22nd, 2023.
General Instructions:
All quotes must contain price for each item.
All questions are to be directed only to the contact provided.
Submissions that do not meet the mandatory criteria will be disqualified.
Bid dispute resolution process and procedure:
Unsuccessful vendors can request a debriefing within 60 calendar days following the date of the contract award notification. The request should be submitted to Procurement Contact who will respond to the vendor and arrange an applicant debriefing with 10 business days of receiving the request.
General Terms and Conditions:
GCA expressly reserves the following rights:
- To approve or decline potential changes in scope and or budget over-run and secure agreement in advance of the work being performed.
- All costs incurred in the preparation and presentation of the RFQ shall be completely absorbed by the Proponent.
- All documents submitted as part of the RFQ will become the property of the GCA.
- Any material submitted that is to be considered confidential must be clearly marked as such.
- After submission, modifications may only be made with the prior approval of the GCA. The GCA is not required to accept modified RFQ’s even if submitted before the deadline.
- Any modification received after the deadline will not be considered.
- Only Requests for Quotes that meet the terms defined in ‘Mandatory Requirements” and arrive before above will be considered for evaluation.
- The GCA is committed to providing procurement documents in a format that meet accessibility criteria and features.
