As more particularly described in the Request for Qualifications (“RFQ”), Healthcare Collaborative Benefits Inc. (the “Sponsor”) is initiating a competitive selection process to select one or more carriers to deliver health and dental benefits and long term disability and life insurance to participating healthcare organizations and their insured members. At this time, this program relates to approximately 140 healthcare organizations with approximately 200,000 insured members, in addition to retirees and their dependents. These figures are expected to grow and carriers will be required to accommodate this anticipated growth. The competitive selection process is comprised of three stages: (i) the RFQ; (ii) the request for proposals (“RFP”); and (iii) the finalization and execution of an agreement with one or more carrier(s). Pursuant to this first stage, the Sponsor will select a limited number of short-listed respondents that satisfy the RFQ pre-screening criteria to participate in the RFP.
