The Premises ID application is critical to the province for the planning and management of food safety, human and animal health emergencies including disease outbreaks such as Foot and Mouth Disease, Avian Influenza, Porcine Epidemic Diarrhea Virus and to mitigate the potential impacts of natural disasters such as flooding. It also serves as the foundation for the mandatory comprehensive National Agriculture and Food Traceability System (NAFTS) that the Federal/Provincial/Territorial (FPT) Ministers of Agriculture committed would be in place in 2011.
Premises ID enabled the creation of a comprehensive database of premises information from which Manitoba Agriculture and Resource Development (MARD) can plan and respond to food safety or animal health emergencies in a timely and effective manner. This information is utilized by the NAFTS framework that will include all commodities from farm to fork.
Premises identification became mandatory September 2010 and is regulated under The Animal Diseases Act, Animal Premises Identification Regulation. Owners or operators of premises with livestock or poultry are required to submit premises information. The regulation also requires producer boards (under The Farm Products Marketing Act) to supply information and MARD has collected information from the Manitoba Pork Council, Egg Farmers of Manitoba, Dairy Farmers of Manitoba, Manitoba Chicken Producers and Manitoba Turkey Producers.
The purpose of this Request for Proposal (RFP) is to solicit Proposals from qualified Proponents to manage and provide application maintenance and support for the application called Premises ID. This internal Government of Manitoba (Manitoba) web based application is a custom configuration of the IBM COTS product called Maximo and runs on Linux servers with DB2 as the backend database and Websphere as the web application server.
Maximo is not a core technology and competency in the Government of Manitoba. Manitoba requires the Service Provider to have significant experience and knowledge to manage Maximo services and associated integrated technologies and middle ware (Websphere and DB2). The Service Provider will provide application maintenance and support of Premises ID according to ITIL practices for managing applications (Incident, Change and Problem Management). The Service Provider will host an instance of the application for application development and maintenance and provide detailed instructions and methods to deploy builds to UAT and PROD environments within the Manitoba data centres. The Service Provider will provide functional enhancements to the application as a separate Statements of Work under the Agreement.
The contract will necessitate the one-time creation of a fully licensed vendor development environment. The requirement for the vendor is to create code according to the specification that can be deployed as packaged solutions into the Government of Manitoba UAT and PROD environments without Incident. The vendor will provide Managed services and ongoing operations for the system.
Manitoba will enter into an Agreement for a period of one (1) year with the Successful Proponent who submits a Proposal that best serves the interests of Manitoba when evaluated in accordance with the stated evaluation criteria. The Agreement will include a fixed price for the Transition, Setup and Hosting Services. Managed and Consulting Services will be performed on time and material basis.
