INTENT OF THIS REQUEST:

1. This RFI is intended to obtain HVDC OEM input into Manitoba Hydro’s plans for modernization of the Bipole II HVDC system, which includes input on:

HVDC OEM participation, recognizing the project timeline, present market conditions, and technical challenges of a potential refurbishment project,
Optimization of capital and life-cycle costs,
Minimizing outages on the existing Bipole II system to complete the modernization work, and
Minimizing project risk.

2. Manitoba Hydro also has identified several specific areas of concern which requires input and consideration by the HVDC OEM in response to this RFI, including:

Reuse of the existing valve halls, including ensuring adequate space and clearances for new converter equipment and consideration of floor-mounted or ceiling mounted valves,
Staging considerations, such as the relative advantages and disadvantages staging the replacement of Pole 3 and Pole 4 equipment would have on project complexity, cost, schedule, and outages as well as the ability to maintain the same generation of technology solution in both HVDC poles when compared to completing the modernization project in a single stage.
Relative, order of magnitude costing of the various options proposed. Detailed estimates are not expected at this stage.
Supplier interest and experience to participate in the project in consideration of the project requirements, schedule, complexity, and present and forecasted market conditions.
Schedules and lead-times, considering the project schedule and present and forecasted market conditions.
Any general opinions and alternatives that the HVDC OEM may desire to also propose.
