NOTE – Manitoba Hydro will only consider responses submitted by a Qualified Supplier with an effective Framework Agreement for Engineering Services for Service Category 33: Environmental - Contaminated Sites


Project Requirements - Scope of Work:
Conduct a Phase II Environmental Site Assessment of the property described as SP Lot 13 Plan 29666 WLTO, located on Aubert Street in Winnipeg.  The property is vacant and undeveloped.
 
The scope of work includes the following:

• Review the May 2019 Phase I Environmental Site Assessment report and develop a work plan to investigate the areas of potential environmental concern.
• For the purposes of developing a cost estimate assume 6 boreholes, 6.1 m (20 ft) deep (including collection of soil samples) with 3 of the 6 completed as monitoring wells.  Provide an hourly breakdown for each team member and task (including an hourly rate for any subcontractors).  Assume soil samples will be collected every 0.76 m (2.5 ft), at changes in stratigraphy, and in zones of suspected contamination.  Assume one groundwater sampling event.
• Following award, the Consultant will develop the investigation plan in consultation with Manitoba Hydro and if warranted, the scope of work will be adjusted from the assumed plan. The number of samples submitted for laboratory analysis and parameters analyzed may be discussed as part of the investigation plan.
• Soil and groundwater samples are to be submitted to Bureau Veritas (Maxxam Analytics) for analysis and direct billing to Manitoba Hydro.
• Safety planning – Job Plan, utility locates etc.
• Subcontract a drilling contractor and/or any other subcontractors required to complete the scope of work.  Identify any subcontractors and their role in the proposal.
• Prepare a Phase II Environmental Site Assessment report to summarize the work completed, compare the sample results to appropriate regulatory guidelines, provide site plans, photographs, and other information as appropriate.
• Depending on the results, Manitoba Hydro may request additional sampling.  Include an estimated cost for a second mobilization for 2 additional boreholes.  Any additional work would be at the discretion of Manitoba Hydro and the actual work plan for any additional sampling is to be developed in consultation with Manitoba Hydro.
• If impacts are identified, Manitoba Hydro may request a Remediation Plan be prepared as a separate document.  Include an estimated cost for preparing a remediation plan assuming remediation would consist of excavating impacted soil and off-site disposal.
