The purpose of this Request for Proposal (RFP) is to solicit proposals from qualified entities (the “Consultant”) to undertake a comprehensive review of the Rural Municipality of St. Andrews’ (the “Municipality”) land use framework and to prepare a new, modernized Zoning By-law. The Consultant will be responsible for reviewing the existing Zoning By-law, Development Plan, applicable Secondary Plans, land use maps, development standards, population growth trends, as well as considering the availability of current and future utility servicing.
The objective of this project is to position the Municipality for continued, orderly, and sustainable growth through the development of a clear, user-friendly Zoning By-law. This will include the creation of new or revised zones, updates to bulk regulations, permitted/conditional uses, definitions, and the provision of revised mapping to reflect land use policy objectives. The process will also involve meaningful engagement with stakeholders including the Municipality, other government bodies and the public to ensure the resulting By-law incorporates community values and the Municipality’s long-term vision and development goals.
