PROPOSAL CALL for CONSULTING and PROFESSIONAL SERVICES for FEASIBILITY STUDY ON A SMALL HYDROELECTRICITY FACILITY for NORTHLANDS DENSULINE FIRST NATION
The purpose of this Proposal Call is to outline the services required for conducting feasibility study relative to a small scale hydroelectricity facility for Northlands Densuline First Nation (NDFN) located in Northern Manitoba.
Scope of Works
The scope of work for this Project is to provide consulting and professional Services required for carrying out feasibility study of constructing a small hydroelectricity station on the Cochrane River near to the community.
a) The objective of this project is to review and update the previously-completed Feasibility Study and assess the technical feasibility of a number of options for run-of-river small hydro to develop the previously-selected site.
b) Develop concept design and asses the economic feasibility of developing the proposed project site. Initial concept design shall have sufficient details to develop and include a Class C estimate.
c) Further refine the design to a Pre-Investment level, concurrently conducting a separate Environmental Impact Assessment. At this stage, the design shall have sufficient details to develop and include a Class B estimate to support an investment decision. Environmental Impact Assessment findings, mitigative measures and recovery plan must be incorporated to finalize the Pre-Investment Design.
Proposals are invited at this time, and will be followed by the selection and award of the contract by the Keewatin Tribal Council. Interested firms must submit five (5) hard copies and a e-copy of the proposal in a memory stick to the address below no later than 14:00 hours, CST Time, Tuesday, October 23, 2018. The council reserves the right to cancel the activity or change the schedule at any time.
