This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Environment and Climate Change, Parks and Trails Branch (“ECC”) to prospective contractors to submit proposals for trail improvements for access to the Pisew Falls suspension bridge as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Work”).The work is being done in Pisew Falls Provincial Park. Work site location will be partially occupied during construction with traffic in the park for access to Pisew Falls viewing decks. The suspension bridge trail can be closed during improvement works.
Preferences:
In consideration of Manitoba’s procurement policies and applicable trade agreements, this Solicitation is limited to Canadian suppliers who have submitted compliant submissions meeting all essential requirements of the solicitation. If no compliant submissions are received from Canadian suppliers, Manitoba may re-issue this tender at its sole discretion.
Submissions which propose the use of subcontractors based in the United States will be automatically disqualified.
Proponents to bid using the approved product list and/or specifications (which may include US products), however, following contract award the successful Bidders will be required to work with Government and associated consultants to substitute some/all US products (where practical) with those made in Canada and outside of the United States. The products must be equivalent in quality and performance to the originally specified product. Any cost variances shall be substantiated with supporting documentation, including invoices and receipts.
Proponents are mandated to ensure a minimum percentage of Canadian and non-U.S. products in their submissions.

Proponents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba or ECC other than the RFP Contact, concerning matters regarding this RFP. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s proposal.

Marty.Derksen@gov.mb.ca. A link to the meeting will be sent as confirmation of attendance. It is the Proponents responsibility to ensure registration and confirmation has been received prior to the meeting.
Deadline for registration is the end of the business day June 23, 2025 .
Attendance at the pre-bid meeting will be confirmed and recorded.
If proponents still wish to view the site after the pre-bid meeting, an appointment may be arranged by contacting the RFP Contact.
Proponents are not entitled to rely on information received from ECC, ECC’s representatives or other third parties at the pre-bid meetingunless the RFP Contact has provided the information in writing.
Deadline for questions July 3, 2025. All questions must be submitted to the RFP Contact at cppdprocurement@gov.mb.ca. CPPD will only address questions that were sent to this email address.
Bid submission deadline is July 10, 2025 at 2:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX. No other form of Proposal submission will be accepted.
