INVITATION TO SUBMIT AN EXPRESSION OF INTEREST (EOI) AS TO THE AVAILABILITY OF SPACE FOR LEASE IN THE CITY OF WINNIPEG, MANITOBA
Manitoba Department of Public Service Delivery (PSD) Asset Management Division (AM) Real Estate and Contract Services Branch (RECS) is asking interested parties to provide information for a lease of office space that meets the following criteria:
Section A: Lease Components
Project # 0005040 EOI RECS
Lease to commence on or before November 1, 2027.
The proposed space must satisfy or be capable of satisfying the following criteria:
•Approximately 8,500-9,000 usable square feet of office space.
•25 parking stalls in total. Three parking stalls to be marked ‘Visitor’ located adjacent to the building. One stall to be marked Accessible and safely usable by persons with disabilities, located adjacent to the building. The remaining parking stalls (21) are to be adjacent to the building or within a 5-minute walking distance.
•The accommodations must be located on, or in close proximity to, a major traffic artery with convenient access to public transit and parking allowing easy accessibility for the general public.
•The proposed space must be accessible and comply with The Accessibility for Manitobans Act or be renovated to meet Act requirements.
•The proposed space must be located within the boundaries of the geographic area in the City of Winnipeg, Manitoba, as depicted on the map outlined in black and attached hereto as Schedule “A,” titled ‘Project #0005040 EOI RECS Boundary Map’.
Section B: Responses
Interested parties are requested to submit their response to this EOI in writing by no later than 2:00PM, Central Time on February 13, 2026, to the following address:

Section C: Responses Requested by
As this may be the only invitation to submit an Expression of Interest for this potential lease project, owners/agents/mandataries should provide their response by February 13, 2026.
Responses received after the above noted date will not be considered.
Section D: Information Provided by Interested Parties
Information provided by interested parties or agents of interested parties should include:
•The municipal address of the proposed space.
•The current zoning of the building.
•The specific location of space within the building.
•The measured area of the proposed space (useable/rentable).
•A floor plan identifying the proposed space with washrooms, exits and other design elements.
•A site plan showing the building and parking facilities or a parking map.
•Date the space is available for lease.
•Details addressing the criteria listed above in Section A.
Please do not submit a price as this is not a proposal call.

This EOI is issued to invite parties to demonstrate their interest in providing the requirements described herein. This information may be included in a list of available spaces and used for potential future solicitations.
Section G: Not a Solicitation Process
Note that this is not a tender process, nor a request for proposal, but only an inquiry as to the availability of space to lease. AM will not necessarily invite offers, or lease any space, and may not post any future ads related to this request. The information provided through this EOI may be included in a source list of available space and AM may issue an invitation to tender for other leasing requirements based on this information or based on any other information which may come to its attention prior to an issuance of an invitation to tender; or it may invite offers by way of public tender. AM reserves the right to proceed with an Invitation to Offer to Lease by inviting only parties deemed to most effectively meet specific operational, security and public safety requirements.
