2025-64-86010-P - Provision of HVAC System Upgrade

This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Public Service Delivery, Capital Project Planning and Delivery (“CPPD”) on behalf of the Owner of the project, Manitoba Housing and Renewal Corporation (“Owner”) to prospective Contractors to submit proposals for HVAC system upgrade for Evergreen Place as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Work”).

Preferences:
In consideration of Manitoba’s procurement policies and applicable trade agreements, this tender is only available to Canadian proponents who have submitted compliant submissions meeting all essential requirements of the solicitation. If no compliant submissions are received from Canadian proponents, Manitoba may re-issue this tender at its sole discretion. Submissions which propose the use of subcontractors based in the United States will be automatically disqualified.

Manitoba and the Contractor acknowledge and agree that, upon contract award, the Contractor shall collaborate with Manitoba to identify and procure an alternative product in cases where a U.S.- manufactured product has been proposed. The alternative product shall be sourced from Canada or a non U.S. jurisdiction and must be equivalent in quality and performance to the originally specified product. Any cost variances shall be substantiated with supporting documentation, including invoices and receipts.

The work is being done in a low-rise apartment building at 257 Hargrave Street, Virden, MB. Work site location will be occupied during construction.

A mandatory site visit has been scheduled as follows:
Location: 257 Hargrave Street, Virden, MB
Date and Time: September 17, 2025, at 11:30 AM local time

Proponents are to meet at the front entrance of 257 Hargrave Street, Virden, MB prior to 11:30 AM to sign the site attendance sheet. Proponents are to pre-register for the site visit by email to the Project manager at Ed.Pianim@gov.mb.ca by 2:00PM on September 16, 2025.

Proponents are not entitled to rely on information received from CPPD, the Owner’s representatives or other third parties at the site visit unless the RFP Contact has provided the information in writing.

Deadline for questions September 23, 2025. All questions must be submitted to the RFP Contact at cppdprocurement@gov.mb.ca. CPPD will only address questions that were sent to this email address.

Bid submission deadline is October 1, 2025 at 2:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX. No other form of Proposal submission will be accepted.
