2025-69-CM-P - Provision of Service for Camp Morton Yurt and Pit Privy Relocation

This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Environment and Climate Change, Parks and Trails Branch (“ECC”) to prospective proponents to submit proposals for the relocation of an existing accessible pit privy, standpipe, and three (3) existing yurts, including base preparation of the new locations, decommissioning the former sites, construction of accessible yurt decks, and other site works including signage, tree and shrub planting, and trail upgrades, as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Work”).

The work is being done in Camp Morton Provincial Park. Work site location will not be occupied during construction. Day users may be in the area and pedestrian traffic control should be considered to ensure the safety of park visitors throughout the project

Preferences
In consideration of Manitoba’s procurement policies and applicable trade agreements, this tender is only available to Canadian proponents who have submitted compliant submissions meeting all essential requirements of the solicitation. If no compliant submissions are received from Canadian proponents, Manitoba may re-issue this tender at its sole discretion.
Submissions which propose the use of subcontractors based in the United States will be automatically disqualified.
Manitoba and the Contractor acknowledge and agree that, upon contract award, the Contractor shall collaborate with Manitoba to identify and procure an alternative product in cases where a U.S.-manufactured product has been proposed. The alternative product shall be sourced from Canada or a non-U.S. jurisdiction and must be equivalent in quality and performance to the originally specified product. Any cost variances shall be substantiated with supporting documentation, including invoices and receipts.

Proponents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba or ECC other than the RFP Contact, concerning matters regarding this RFP. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s proposal.

Proponents are to meet at the parking lot next to the modern washrooms prior to 10:00 AM to sign the site attendance sheet. Please see the corresponding map below with the meeting spot identified by a yellow star.
Proponents are to pre-register by email to the project manager at marie.etcheverry@gov.mb.ca. An email will be sent as confirmation of attendance. It is the Proponents responsibility to ensure registration and confirmation has been received prior to the meeting.
Deadline for registration is the end of the business day September 11, 2025 .

Proponents are not entitled to rely on information received from ECC, ECC’s representatives or other third parties at the site visit unless the RFP Contact has provided the information in writing.

Deadline for questions September 19, 2025. All questions must be submitted to the RFS Contact at cppdprocurement@gov.mb.ca. CPPD will only address questions that were sent to this email address.

Bid submission deadline is October 1, 2025 at 2:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX. No other form of Proposal submission will be accepted.
