This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Public Service Delivery, Capital Project Planning and Delivery (“CPPD”) on behalf of the Owner of the project, Manitoba Housing and Renewal Corporation (“Owner”) to prospective General Contractors to submit proposals for the demolition of an existing 6-unit townhouse building and the construction of a new 6-unit townhouse at 15 Marlene Street, along with associated minor works at 9, 11 and 17 Marlene Street, Winnipeg, Manitoba as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Work”).
In consideration of Manitoba’s procurement policies and applicable trade agreements, for this Solicitation, preference will be given to Canadian suppliers who have submitted compliant submissions meeting all essential requirements of the solicitation. Manitoba may re-issue this tender at its sole discretion.
Manitoba and the Contractor acknowledge and agree that, upon contract award, the Contractor shall collaborate with Manitoba to identify and procure an alternative product in cases where a non-Canadian manufactured product has been proposed. Alternative products made in Canada will be preferred and must be equivalent in quality and performance to the originally specified product, where possible. Any cost variances shall be substantiated with supporting documentation, including invoices and receipts.
The work is being done in 15, 9, 11, 17 Marlene Street, Winnipeg, Manitoba. Work site location will be partially occupied at 9, 11, 17 Marlene Street, and 15 Marlene will be vacant during construction.

Proponents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba or CPPD other than the RFP Contact, concerning matters regarding this RFP. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s proposal.
An optional site visit has been scheduled as follows:

Proponents are to meet in front of 15 Marlene Street prior to 10:00 am to sign the site attendance sheet.
Proponents are not entitled to rely on information received from CPPD, the Owner’s representatives or other third parties at the site visit unless the RFP Contact has provided the information in writing.
Deadline for questions December 18, 2025. All questions must be submitted to the RFP Contact at bids@gov.mb.ca. CPPD will only address questions that were sent to this email address.
Bid submission deadline is January 6, 2025 at 2:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX. No other form of Proposal submission will be accepted
