2025-06-SMWH-P - Redevelopment of Washroom/Shower Buildings

This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Environment and Climate Change, Parks and Trails Branch (“ECC”) to prospective contractors to submit proposals for construction of a new washroom building in St. Malo Provincial Park and a new washroom/shower building in the West Hawk Seasonal Trailer Village in Whiteshell Provincial Park, Manitoba as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Work”).

Proponents are invited to submit pricing for each location separately. Proponents may submit pricing for one, or both locations.

The work is being done in St. Malo and Whiteshell Provincial Parks. Work site locations will be partially occupied during construction with beach users at St. Malo and seasonal campers at West Hawk.

Procurement Services is administering this RFP process on behalf of ECC. For the purposes of this procurement process, the “RFP Contact” will be:

Proponents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba or ECC other than the RFP Contact, concerning matters regarding this RFP. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s proposal.

An optional site visit has been scheduled as follows:

Proponents are to pre-register by email to the project manager at ryan.wakshinski@gov.mb.ca indicating which sites they wish to visit. It is the Proponents responsibility to ensure registration and confirmation has been received prior to the site visit.
Deadline for registration is the end of the business day April 16, 2025.
Attendance at each site visit will be confirmed and recorded. 
Proponents are not entitled to rely on information received from ECC, ECC’s representatives or other third parties at the site visitunless the RFP Contact has provided the information in writing.

Deadline for questions April 23, 2025. All questions must be submitted to the Contract Administrator at cppdprocurement@gov.mb.ca. CPPD will only address questions that were sent to this email address.
Bid submission deadline is May 1, 2025 at 2:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX. No other form of Proposal submission will be accepted.
