This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Public Service Delivery, Capital Project Planning and Delivery (“CPPD”) on behalf of the owner of the project, Manitoba Housing and Renewal Corporation (“Owner”) to prospective contractors to submit proposals for exterior staircase replacement as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Work”).

In consideration of Manitoba’s procurement policies and applicable trade agreements, this Solicitation is limited to Canadian suppliers who have submitted compliant submissions meeting all essential requirements of the solicitation. If no compliant submissions are received from Canadian suppliers, Manitoba may re-issue this tender at its sole discretion. Submissions which propose the use of subcontractors based in the United States will be automatically disqualified.

The work is being done in 182, 184 and 186 Beliveau Rd., Winnipeg, MB. Work site location will be occupied during construction.

CPPD is administering this RFP process. For the purposes of this procurement process, the “RFP Contact” will be:

Proponents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba or CPPD other than the RFP Contact, concerning matters regarding this RFP. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s proposal.

An optional site visit has been scheduled as follows:
Location: 182 Beliveau Rd., Winnipeg, MB
Date and Time: May 7, 2025, at 11:00 AM local time

Proponents are to meet at front entrance of 182 Beliveau Road, Winnipeg, MB prior to 11:00 AM to sign the site attendance sheet.

Proponents are to pre-register by email to the project coordinator at Todd.Pawluk@gov.mb.ca. Proponents should register for the site visit by 4:00 PM on May 6, 2025.

If proponents are not available to attend the above scheduled optional site visit, but still wish to view the site, an appointment may be arranged by contacting the RFP Contact.

Proponents are not entitled to rely on information received from CPPD, the Owner’s representatives or other third parties at the site visit unless the RFP Contact has provided the information in writing.

Deadline for questions May 14, 2025. All questions must be submitted to the RFP Contact at cppdprocurement@gov.mb.ca. CPPD will only address questions that were sent to this email address.

Bid submission deadline is May 22, 2025 at 2:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX. No other form of Proposal submission will be accepted.
