This Request for Quotation ("Solicitation") is an invitation by the
Government of Manitoba ("Manitoba"), as represented by the Minister of
Public Service Delivery, to prospective Vendors to submit bid
submissions for the Supply and Delivery of Culvert-Style Bear Trap for
the Department of Natural Resources and Indigenous Futures.
In consideration of Manitoba's procurement policies and applicable trade
agreements, for this Solicitation, Preference will be given to Canadian
suppliers who have submitted compliant submissions meeting all essential
requirements of the solicitation. Manitoba may re-issue this tender at
its sole discretion.

TRAP, BLACK BEAR LIVE, CULVERT-STYLE, TRAILER-MOUNTED
Live holding culvert-style bear trap with spring-loaded swinging door.
Specifications:
- The trap will consist of a 3-foot diameter by 10-foot long 16-gauge
galvanized culvert drum, based on a trailer frame, mounted on a single
3500 lb. axel with 205 74 R14 6 ply tires.
- The trailer:
a. will have 16-gauge steel fenders;
b. will have a single 5000 lb. pipe mount jack at the hitch<(>,<)> and
two single 5000 lb. pipe mounted jacks at each rear corner of the
trailer, all of which can be used vertically and stored horizontally;
c. comes with a 2" ball hitch;
d. frame will be constructed with 3"x2"x1.25" steel tube;
e. will have a side mounted 205 74 R14 6 ply spare tire;
f. will have a side mounted bracket so that "Danger, Bear" signs can be
attached; and
g. will have DOT approved LED lighting and wiring mounted and
functioning.
- The hitch end of the culvert will have a metal mesh constructed with
5/8" round steel rod in a vertical/horizontal grid pattern with 1"
spacing to close off the opening.
- The rod will be flushed  mounted on the front end of the culvert.
- On the driver's side of the culvert, a 12" x 12" door will be placed
into the culvert to allow for baiting the rear door trigger.
- The rear side of the culvert will be mounted with a spring loaded 1/4"
steel plate 28" wide, and the height of the culvert with 18 - 1" round
vent holes.
- The culvert will have openable ventilation hatches on the top
approximately 6" x 12" in size, one near the front and one near the back
that can be locked and secured when not in use.
- The lock will be constructed out of angle iron and mounted vertically
along the door opening.
- The angle iron is spring loaded so that when the if triggered, it
slams closed, passes by the angle iron; then angle iron elevates and
prevents the door from opening.
- The door:
a. must swing open, close as a flush mount, and be lockable with a pad
lock;
b. will be spring loaded and connected to a trigger inside and at the
very front of the culvert, that when set, the pulling of the trigger
will release the door, and it will slam shut with force and lock in the
closed position;
c. will not be able to be opened from the inside and will withstand 750
lbs. of force pushing on it;
d. will be able to be opened by a lever on the top of the trap which
connects to the angle iron door lock; and
e. is then opened by a 3/4" rod handle, which links to the door with a
14-foot length of 1/2" steel cable, which is clipped onto the door
handle.
- The handle is pulled towards the front of the trap and when the door
is opened, it stays in the forward position.
- The trigger shall consist of a 5/8" steel rod formed into a J-shaped
hook to facilitate bait attachment. To enhance safety and prevent
accidental impalement, a transverse safety bar shall be welded or
securely affixed between the open end and the stem of the J-shape,
creating a closed loop structure.
- The area surrounding the door will be closed with 1/4" steel plate.
- All parts will be primed and then painted with the colour grey, except
for the interior of the culvert, which will remain unpainted.
- The front mesh and rear door will have 3" x 3" access doors near the
middle of the culvert end that can be opened and closed to allow for
tools to enter the closed trap

III. EVALUATION AND AWARD :
a. EVALUATION
The submitted pricing of each qualified Bid Submission will be evaluated
in accordance with the price evaluation method which is generally the
lowest overall price or stipulated lump sum.
If solicitation is for multiple products, each product offered will be
considered individually which may result in more than one award created
from this RFQ. However, the intent is to award this RFQ to one vendor in
total, if possible, with economic benefit to Manitoba, therefore Vendors
should quote on all items if possible. Economic evaluation will be at
Manitoba's sole discretion. Failure to provide adequate information to
evaluate the item offered may be cause for rejection of your quote by
Manitoba.
In the event that a vendor's pricing appears to be abnormally low in
relation to the Deliverables, Manitoba may require the Vendor to provide
a detailed explanation of the pricing information to account for the low
level of price and confirm that all requirements in respect of the
Deliverables have been taken into account. If the Vendor is unable to
satisfactorily account for the abnormally low pricing, Manitoba may
reject the Submission. Manitoba may also reject any Submission that
contains unbalanced pricing. Pricing may be considered unbalanced where
nominal or significantly understated prices are proposed for some
elements of the Deliverables and inflated prices are proposed for other
elements of the Deliverables. Unbalanced pricing includes, but is not
limited to, #front-loaded# pricing which contains inflated pricing for
Deliverables to be provided or completed at the beginning of the
contract, offset by understated pricing for Deliverables to be provided
or completed later in the contract.
b. SELECTION
Compliant Vendors will be ranked based on the price evaluation. Subject
to the process rules contained in the Terms and Conditions of the
Solicitation Process, the top-ranked Vendor will be invited to enter
into the Contract in accordance with the terms and conditions of this
solicitation.
In the event of a tie, the selected Vendor will be determined by way of
coin toss. The selected Vendor will be notified in writing and will be
expected to satisfy any applicable conditions of this Solicitation,
including the pre-conditions of award listed below, and enter into the
Contract within the timeframe specified in the selection notice. Failure
to do so may result in the disqualification of the Vendor and the
selection of another Vendor or the cancellation of the Solicitation.
c. PRE-CONDITIONS OF AWARD
The following documents will be required from the Top-ranked Vendor(s)
as a condition of award: Signed Bid Submission, Proof of Insurance
(Certificate).
IV. DELIVERABLES:

The product offered must meet the specified requirements and
expectations for its intended use.
If it is the vendor's intention to offer an item which does not meet all
the specifications or description as outlined, then vendor must indicate
all intended deviations or changes on the return quote.
