2023-03 - Class Environmental Assessment for the Replacement of the Kashwakamak Lake Dam

The Mississippi Valley Conservation Authority (MVCA) is requesting proposals from qualified consultants to complete a Class Environmental Assessment (Class EA) for the replacement of the Kashwakamak Lake Dam. The Kashwakamak Lake Dam was built more than 100 years ago and has reached its useful lifespan. A number of alternatives have been identified for the final disposition of the dam including a full replacement with a new structure with an estimated service life in excess of 50 years, a major rehabilitation of the existing dam with an estimated service life in excess of 20 years and conversion to a fully or partially, passive overflow weir.
The ongoing deterioration of the concrete structure necessitates replacement or rehabilitation of the dam which is planned within the next five years. The Class EA is, therefore, required to develop the preferred replacement alternative on the basis of cost, safety, environmental considerations, operational requirements, and service life and to provide a conceptual design and cost of the preferred alternative.
