INVITATION TO TENDER
The submission of bids will be completed online through the Etegri online bidding system (Opportunity #ABmpe‑60394). Hardcopy, oral, telephone, telegram, fax or e-mail bids will not be accepted nor acknowledged. Below is the access link to begin the online bid submission. All clauses in Section’s 00030, 00200, and related Sections regarding hard copy bid submissions are to be modified to reflect online bid submissions through Etegri.

Submissions will be received before 2:00:00 pm local time, Thursday, April 16, 2020 for the construction of:
Whitefish Lake First nation
Waste Transfer Station Upgrades

The work included in this project is located in Atikameg, Alberta.

Major work items are as follows:

1. Compacted Fill - 3,000m2
2. Gravel Roadway - 4,560m2
3. Retaining Wall - 1 L.S.
4. Concrete Pads - 165m2
5. Vehicle Garage - 1 L.S.
6. Power Service, Distribution and Kiosk - 1 L.S.

Tender documents are available in electronic format only through BuildWorks Canada after 2:00 pm on Tuesday, March 3, 2020.

Due to the current state of Public Health Emergency in Alberta, MPE Engineering Ltd. will not be holding a public tender opening. All bidders may request an Unofficial Tender Opening Summary from MPE Engineering – Contact details outlined on the Cover Page of the Specifications.

A general site visit will be held at 1:30 pm on Monday, March 16, 2020 at the Waste Transfer site. All tenderers are encouraged to attend this once only scheduled site inspection.

Moving the bid submission to the Online Bidding system will require an eBond and Consent of Surety. It is recommended that contractors apply for eBonds as soon as possible using the Bond Application in the Submission Manager which can be sent to the contractor’s Bond Broker.
Each Tender must be accompanied by a bank draft or bid bond in the amount of ten (10%) percent of the Tender Price, payable to the Whitefish Lake First Nation.
Tenderers are also required to supply a Consent of Surety Form in the amount equal to fifty (50%) percent of the Contract sum.
The Owner reserves the right to waive informalities in, or reject any or all tenders, or accept the Tender deemed most favourable in the interest of the Owner.

The Contractor is strongly encouraged to utilize local equipment and labour on this project. To inquire regarding local equipment and labour, contact Wesley Grey, Public Works Manager at 780-536-0883. Refer to Section 00800 for further details.

Sealed Tenders clearly marked on the envelope as to contents will be received at the MPE Engineering Ltd. office, Front Reception desk, Suite 101, 10630 – 172 Street, Edmonton, AB T5S 1H8 before 2:00:00 pm local time, Tuesday, March 31, 2020.
