This proposal is a "Two Envelope" system. The proponents shall prepare their proposal in two separate files in PDF format, one containing the “Technical Section” and the other containing the “Cost Section”.
The proponents shall submit six (6) hard copies of their proposal in a sealed envelope. ALL information related to cost is to be contained in the "Cost Section" only and provided in a separate sealed envelope.
In addition, the proponents shall submit an electronic copy of both the "Technical Section" and "Cost Section" in an USB memory.
