SLFN-1 - Sandy Lake School and Teacherage Assessment

This Service Provider Terms of Reference (TOR) defines the scope of architectural and engineering services that the Service Provider shall perform for Sandy Lake First Nation for the Thomas Fiddler Elementary School and High School Assessment and Teacherage Inspection. 

The main objectives are:

1. To assess the condition of the Sandy Lake Thomas Fiddler Memorial Elementary School and Thomas Fiddler Memorial High School from an architectural, mechanical, electrical, structural and civil perspective and to recommend upgrades required for meeting current standards, guidelines, codes, and to provide cost estimates for any required upgrades, repairs, or deficiencies. ISC school level of service standards, as well as all applicable codes and guidelines shall be considered throughout the course of the project.
   • The assessment shall include, but not be limited to, architectural, mechanical (including HVAC), electrical  structural , civil, building envelope and air quality components. It should also include an audit of the diesel storage tanks for non-compliance.
   • Any Health and Safety issues and costs to repair these issues should be identified separately as urgent repair items.
2. To complete a thorough inspection of the 8 duplexes and the single detached house Teacherages and prepare comprehensive residential building inspection reports on the 17 individual Teacherage units in the First Nation. In the event that destructive testing is necessary to ascertain urgent safety issues, Sandy Lake First Nation will be consulted prior to any demolition and additional costs will be reviewed for approval as necessary. A Designated Substance Survey (DSS) should be completed as part of the inspection at the schools and teacherages.
