300034223.0055 - 1.4km Gravel Road Reconstruction - Paul First Nation - Expression of Interest

Paul First Nation is seeking Expressions of Interest (EOI) from qualified General Contractors (herein referred to as “Proponents”) for the opportunity to bid on undertaking the road reconstruction of 1.4 km of gravel road, and the provisional decommissioning of inactive sewage lagoons within the Core Area of the Community.  Paul First Nation is located near Duffield, which is 65.0 km west of Edmonton, Alberta.  The Community is accessible by road approximately 5.0 km south of Highway No. 16.

The Project Management Team (PMT) includes representatives of the Owner (Paul First Nation) and the Consultant (Neegan Burnside Ltd.).  The PMT intends to create a short list of qualified proponents with the relevant qualifications and experience necessary to undertake this project successfully. The Owner reserves the right to limit the number of invited proponents to a maximum of five firms.  The Owner also reserves the right to not accept any submission and/or to re-issue the Request for EOI as needed to ensure adequate competition.

The scope of work includes, but is not limited to, the following:

• Cut to fill including disposal of unsuitable or surplus fill to achieve design grades;
• Reconstruction of approximately 1,400 meters of existing road including preparation of subgrade and the supply and installation of the following:
  • Woven geofabric, Nilex 2006 or equivalent;
  • 300 mm of 80 mm granular road sub-base;
  • Bi-axial geogrid, Nilex BX1100 or equivalent;
  • 200 mm of 40 mm crushed base course, Des. 4, Class 40;
  • 100 mm of 20 or 25 mm crushed topping, Des. 2, Class 20; and
• Decommissioning of the existing Core Area sewage lagoons (Provisional), including but not limited to the following:
  • Discharge of effluent;
  • Removal and disposal of sludge;
  • Removal and disposal of sludge contaminated soils;
  • Removal and disposal of concrete structures, chain link fencing and piping abandonment; and
  • Earthworks and reinstatement of the area with topsoil and seed.
