1. Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
2. Definition of the requirement
National Research Council Canada has a requirement for the supply of one Selective Laser Sintering (SLS) Device that minimizes human contact with micro-fine plastic particles by using a process where almost all powder handling tasks are automated. The SLS must meet all the minimum essential technical requirements as specified below.

Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)
Any interested supplier must demonstrate by way of a statement of capabilities that its product meets all of the following requirements:
Powder Raw Materials and Handling
1. The Sintering Device must be a laser-based, powderbed fusion device, able to use PA-12 Nylon as a raw building material. 2. The Sintering Device must be able to fabricate parts from other materials, such as Glass-Filled (GF) PA-12, Flame-Retardant PA-12 Nylon, and Nylon 11. 3. The Sintering Device must have a Material Quality Control (MQC) system that scans new material canisters and stores the raw material data (material type, P/N, Batch/Lot number) in a Log Manager for tracking and traceability purposes.
4. The Sintering Device must sift, mix, proportion into user-defined mixture ratios of partcake to virgin powder, and transport this nylon PA powder mixture to the Sintering Device, from the MQC, in a fully automated manner, without manual handling of raw materials.
5. The Sintering Device must be connected by pneumatic tubes and data cables to the MQC, but be housed in separate locations, up to an effective distance of 100 meters. 6. The Sintering Device must use a default ratio of 60 to 40, partcake-to-virgin powder, and must be user-adjustable in 5% increments down to an 80 to 20 ratio, which will massively reduce the ongoing cost of raw material.
Sintering Operation
1. The Sintering Device must have a double action roller to distribute powder over the partbed, then re-compress the powder after at least 5 seconds of dwell time and heating. This contributes to stronger parts and smoother surfaces (Specs not available about surface quality. NRC-DFS is relying on human observation in assessing surface smoothness). The Ultimate Tensile Strength of the parts is 50 MegaPascals. The Elongation at Break is 22%.
2. The Sintering Device must have a Full 3 Axis Scanning System - a
moveable optical component that provides sharper focus at the extremities of the partbed.
3. The sintering Device must have at least 8 separate heating zones, 6 of which are adjustable. The adjustment of the 6 controllable heating zones must result in a thermal gradient no greater than 4 degrees Celcius, between any two points of the partbed, to ensure that parts are accurate and straight.
4. The overflow powder accumulated during the rolling process, must be reinjected back into the powder supply, during the build phase of the Sintering Device.
Post-Sintering
1. The Sintering device must have a remote cooling capability, with a Nitrogen Lid, to increase the rate of partcake cooling, while preventing sintered parts oxidation.
Software
1. The operator must be able to adjust the Sintering Device settings and parameters and save these settings as new, user-defined default. 2. The Sintering Device software must include capabilities such as previewing, splitting with auto-generating alignment pins/sockets, nesting, auto orientation, repair function, scaling and all required functionality for printing setup without the need for any further third party software package. 3. The onboard Sintering Device software must have the ability to add/delete parts during build process.
4. Applicability of the trade agreements to the procurement
This procurement is subject to the following trade agreements:

5. Justification for the Pre-Identified Supplier
The only known supplier of a Selective Laser Sintering (SLS) Device that meets all the above requirements is 3D Systems Inc., Rock Hill, SC, USA. For this reason, it is proposed to negotiate this requirement with 3D Systems Inc.

Government Contracts Regulations Exception(s)
The following exceptions to the Government Contracts Regulations are invoked for this procurement under subsection 6(d) - "only one person is capable of performing the work".

The Selective Laser Sintering (SLS) Device must be delivered no later than March 31, 2022.

An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award.
However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process.
