The maximum email file size that Parks Canada is capable of receiving is 15 megabytes. The Bidder is responsible for any failure attributable to the transmission or receipt of the emailed bid due to file size.
The Bidder should be cognisant of the size of the email as a whole, and not only the attachments. Please take into consideration that some attachments, when sent, may be resized during the email transfer. If the email size is too large, the Bidder should send the bid in multiple emails properly labeled with the solicitation number, project name, and indicate how many emails are included (ex. 1 of 2).
Emails with links to bid documents will not be accepted. Bid documents must be sent as email attachments.
REQUIREMENT
Parks Canada requires an upgrade of the intrusion alarm system including its installation and maintenance for 7 building of the Quebec Field Unit. The requirement also includes annual inspection of the intrusion alarm system. The period of contract is expected to be from contract award to January 31, 2028 with the possibly of extending the contract period by up to two (2) additional years. This bid solicitation is issued in accordance with the conditions of Supply Arrangement No. E60HN-200ACS. Only suppliers who are pre-qualified and have been issued a supply arrangement at the time this bid solicitation is issued are eligible to bid.
PERIOD OF CONTRACT / DELIVERY DATE
The period of the Contract is from date of contract award to January 31, 2028, inclusive.
SECURITY REQUIREMENT
There is a security requirement associated with this bid solicitation.
New personnel security clearance requests may require mandatory fingerprints to initiate the criminal record check. The validity of an existing personnel security clearance issued by the Government of Canada is not affected by the change in the criminal record check process. Applicants who require a personnel security clearance are responsible for all costs associated with fingerprinting (if applicable).
MANDATORY SITE VISIT
It is mandatory that the Bidder or a representative of the Bidder visit the work site. Arrangements have been made for the site visit to be held at 280 Saint-Dominique road, Quebec, Quebec G1K 6R1 on January 9, 2025. The site visit will begin at 9:00 AM EST at 280 Saint-Dominique road, Quebec, Quebec G1K 6R1 in the big room.
Bidders must communicate with the Contracting Authority (eric.robinson@pc.gc.ca) no later than January 8, 2025 at 2:00 PM EST to confirm attendance and provide the name(s) of the person(s) who will attend. Bidders will be required to sign an attendance sheet. Bidders should confirm in their bid that they have attended the site visit. Bidders who do not attend the mandatory site visit or do not send a representative will not be given an alternative appointment and their bid will be declared non-responsive. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation.
After the initial meeting at 280 rue Saint-Dominique, bidders will be required to travel between sites by a combination of walking and driving their own vehicle. Please dress for the weather. In the event of extreme weather, the mandatory site visit may be postponed, and the contracting authority will contact all confirmed bidders to inform them of the new date and time for the site visit.

All enquiries of a technical and contractual nature are to be submitted to the Contracting Authority.
Enquiries regarding this solicitation must be submitted in writing and should be received no later than four (4) calendar days prior to the date set for solicitation closing to allow sufficient time to provide a response. Enquiries received after that time may result in an answer NOT being provided.
INFORMATION
National Parks Regulations require that all work is to be performed in accordance with the ordinances, laws, rules and regulations set out in the National Park Act.
Bidders that consider themselves qualified to provide this Work and intend to submit bids on this project should obtain documents from the Government Electronic Tendering Service through the Government of Canada tendering service at http://canadabuys.canada.ca/en/tender-opportunities. Addenda, when issued, will be available from the Government of Canada tendering service. Bidders that elect to base their bids on documents obtained from other sources do so at their own risk. Late submissions will not be considered.
The Crown retains the right to negotiate with suppliers on any procurement.
Documents may be submitted in either official language of Canada. Parks Canada has made every effort to provide equivalent documents in both official languages, however, if you find any discrepancies between the English and French documents, please notify the contract officer listed in this opportunity as soon as possible so that we can rectify the situation.
