An advanced contract award notice (ACAN) is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meet the requirements set out in the ACAN, on or before the closing date and time stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
1. Definition of requirement:
The Correctional Service Canada has a requirement to provide Pharmacy Services for filling prescriptions (including Methadone) that are prescribed by medical practitioners (doctors, dentist and psychiatrist under contract to the institution). The work will involve the following:
Objectives: To provide pharmacy and pharmaceutical services to the residents of Pe Sakestew Healing Lodge. The provision of pharmacy services must be done by licensed and registered personnel/facility in the province of Alberta.
1.2 Tasks:
The Contractor will provide a “Unit Dose” system of dispensing medication which includes “blister packaging” for over the counter and prescribed medications for individual use.
The contractor will provide proof of yearly licences for all registered employees in accordance with Accreditation Canada standards.
Prescriptions must be filled in blister packages and available for delivery upon an agreed time and day by Health Services at Pe Sakestew.
Methadone prescriptions (if applicable) will be prepared, labelled, and dispensed in bottles with security seal over the bottle caps to indicate that the bottle has not been tampered with.
The Contractor shall dispose of unused or outdated drugs from the stock above and shall provide credit where available.
Consulting and advisory services are to be performed as and when requested.
1.3 Deliverables:
The Contractor shall provide a loose duplicate label for each prescription filled, and generate a medication record that clearly has the medication, dosage, route of administration, time of administration, and period that the prescription covers.
Prescriptions will be faxed (or phoned on occasion) to the pharmacy contractor. The institution will specify blister pack or unit dose pack for each medication order.
The Contractor’s Statement of Account for prescriptions/supplies must be received at least monthly.
1.3.1 Paper consumption:
a. Should printed material be required, double sided printing in black and white format is the default unless otherwise specified by the Project Authority.
b. The Contractor must ensure printed material is on paper with a minimum recycled content of 30% and/or certified as originating from a sustainably managed forest.
c. The Contractor must recycle unneeded printed documents (in accordance with Security Requirements).
1.4 Constraints:
1.4.1 Location of work:
a. The Contractor must perform the work at a facility that is licensed to provide such service in the province of Alberta. Prescriptions are to be delivered to the institution at an agreed upon time.
b. Travel
No travel is anticipated for performance of the work under this contract.
1.4.2 Security Requirements:
2. The Contractor/Offeror personnel requiring access to sensitive work site(s) must EACH hold a valid RELIABILITY STATUS, granted or approved by CISD/PWGSC.
3. Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of CISD/PWGSC.
4. The Contractor/Offeror must comply with the provisions of the:
a. Security Requirements Check List and security guide;
b. Industrial Security Manual (Latest Edition).
2. Minimum essential requirements:
Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements:
The proposal must confirm that the pharmacy has at least one full-time pharmacist and must also provide a plan for emergency and vacation coverage.
The firm must have at least one year’s experience with unit dose systems.
At least one pharmacist on staff must have one (1) year of experience as a full time, full service pharmacist.
The bidder must provide certification (or copies of licenses) to show that services will be provided from a fully licensed premises using pharmacists licensed in the prs ainsi que ses composantes

Les travaux peuvent aussi inclure le câblage à basse tension • Système d’incendie : dispositifs, panneaux, essais et certification du système de gicleurs • Finition intérieure : portes, plancher et plafond des bureaux, salle de conférence, laboratoires, toilettes et cuisinettes • Autres systèmes spécialisés et composantes pour bâtiment incluant mais sans être limité aux : hottes d’aspiration, enceintes protégées, antennes paraboliques, climatisation pour salles des ordinateurs, ZSS, LIMS, laboratoires et autres infrastructures spécialisées en appui aux opérations du RDDC Ottawa.
Valeur globale du programme est estimé à un maximum de 20 000 000,00$ pour une durée de cinq exercices financiers, avec une valeur maximale estimé de 500 000,00$ pour tous les projets individuels.
ll est prévu que l’approvisionnement de ces projets sera mis en place durant la période entre octobre 2014 et le 31 mars 2020. Cette date est conditionnelle à ce que les projets reçoivent l’approbation d’aller de l’avant du MDN.
Exigences en matière de sécurité
Dans le cadre de ce contrat/Offres à commande, l’expert-conseil et l’entrepreneur devront détenir une des cote de sécurité suivante : • une vérification d’organisation désignée (VOD) valide de niveau de FIABILITÉ émis ou approuvé par la Direction de la sécurité industrielle canadienne (DSIC), Travaux publics et Services gouvernementaux Canada (TPSGC) ; OU • une attestation de sécurité d’installation (ASI) valide de niveau SECRET émis ou approuvé par la Direction de la sécurité industrielle canadienne (DSIC), Travaux publics et Services gouvernementaux Canada (TPSGC).
Les sous-traitants devront détenir une des cotes de sécurité suivante : • une vérification d’organisation désignée (VOD) valide de niveau de FIABILITÉ émis ou approuvé par la Direction de la sécurité industrielle canadienne (DSIC), Travaux publics et Services gouvernementaux Canada (TPSGC) ; OU • une attestation de sécurité d’installation (ASI) valide de niveau SECRET émis ou approuvé par la Direction de la sécurité industrielle canadienne (DSIC), Travaux publics et Services gouvernementaux Canada (TPSGC).

L’expert-conseil et l’entrepreneur qui ne répond pas aux exigences de sécurité indiquées et qui est intéressé à soumettre une proposition ou une soumission dans le cadre des approvisionnements de ce programme peut faire les démarches pour obtenir une cote de sécurité par l’intermédiaire du programme de sécurité industrielle (PSI).
