Notice is hereby given that Vancouver Coastal Health Authority ("VCHA") (the "Health Authority"), through their collective agent Provincial Health Services Authority ("PHSA"), intends to directly award a Contract to the following supplier to provide one (1) unit of Soltive SuperPulsed Thulium Fiber Laser (including consumables & services) for a term of four (4) years at an estimated value of CAD$ 231,773 (including applicable taxes).

In accordance with applicable trade agreements, PHSA, as agent for the Health Authority has chosen not to proceed with a competitive process for the following reason:
· the goods or services can be supplied only by the selected supplier and no alternative or substitute exists for the following reason:
(a) for technical reasons the goods or services can be supplied only by a particular
supplier and no alternative or substitute exists,
The Richmond Hospital's ("RH") Operating Room requires the Soltive SuperPulsed Thulium Fiber Laser to assist with Lithotrispy procedures on patients to reduce the stones into dust that is small enough to pass, resulting in reducing post-operative pain and the need for further surgery. This equipment provides a higher frequency range (up to 2400 hz) resulting in increased stone free rates and reduced additional procedures and the power source is a regular wall plug for the lasers to reach the power output allowing the equipment to be used anywhere without the requirement of having a 30A outlet. Olympus is the only manufacturer of a Thulium based laser suitable for lithotripsy procedures.
Vendors who wish to challenge this decision should submit a detailed written objection for the attention of Glenn Wong (Buyer, Capital, Allied Health) by email before 12:00pm Pacific Time, October 30th, 2020. PHSA will review any and all issues received by this date and provide due consideration to each objection.
