For municipal reserve in the City of St. Albert, as directed through the Municipal
Development Plan (MDP) and Engineering Standards, developers generally provide
basic park amenities including trash receptacles, benches, trails, and basic landscaping
(grading, turf, some plantings, etc.). The City then provides additional amenities and
features to support active and passive use of the parks and open spaces, including
playgrounds, outdoor rinks, sport fields, sport courts, trail connections, fitness stations,
seating areas, additional landscaping, etc. in alignment with the Parks and Open
Spaces Standards and Guidelines.
Two park sites are being considered for detailed design and construction management,
as outlined in this Request for Proposals. Both sites will be designed and constructed in
coordination with their respective land developers.
Riverside Park:
Riverside Park is located in the Riverside neighbourhood, a new community in
west St. Albert. The development of the Riverside neighbourhood is directed by
the Riverside Area Structure Plan (ASP), approved in 2012 and amended in
2020. The development of the park sites within the Riverside neighbourhood will
be directed by the Riverside Parks Master Plan, which the City expects to
complete amendment of in January 2021. Detailed design will commence upon
Parks Master Plan completion. To understand scope of the park design,
reference the current Riverside Parks Master Plan, found in Schedule C.
This 3.8 ha site, located at the intersection of Riverside Drive and Rankin Drive,
includes a community park and school site, allocated as 2.0 ha to the community
park and 1.8 ha to the future school site. This RFP covers the community park
portion of the site only. The developer will complete required remediation,
grading and seeding as needed in future years for the future school site.It is intended that both the developer and City funded portions of construction for
Riverside Park will be completed in 2021, with the developer portion in 2021
encompassing site grading, topsoil and seed/grass. The developer of the
Riverside neighbourhood has agreed to partner with the City on the site
alongside the City enhancements. As methodology, roles, and responsibilities
are yet to be determined, the Consultants’ full scope of construction
administration, construction management, and construction engineering for
Riverside Park shall be included in the Proposal as a deletable item. It will be at
the City’s discretion to include or exclude this scope of work in the contract.
Versailles Park:
Versailles Park is a 0.98 ha park located in the Ville Giroux neighbourhood, a
new community in northwest St. Albert. The development of the Ville Giroux
neighbourhood is directed by the Ville Giroux Area Structure Plan (ASP),
approved in 2012 and amended in 2013. The development of the park sites
within the Ville Giroux neighbourhood is directed by the Ville Giroux Parks Master

Plan, which is currently being finalized and an approved draft of which can be
found in Schedule C of this RFP. The goal of the master plan is to provide quality
open spaces, park amenities, and linkages within the Ville Giroux
neighbourhood. It is intended that both the developer and City funded portions of construction for
Versailles Park will be completed in 2021, with the developer portion
encompassing site grading, basic amenities, asphalt trail construction, and basic
site planting. The developer of the Ville Giroux neighbourhood has agreed to
partner with the City on the site alongside the City enhancements. As
methodology, roles, and responsibilities are yet to be determined, the
Consultants’ full scope of construction administration, construction management,
and construction engineering for Riverside Park shall be included in the Proposal
as a deletable item. It will be at the City’s discretion to include or exclude this
scope of work in the contract.
The successful consultant will be responsible for the provision of project management
and construction management services for the duration of the project. Construction
management services are dependant on final arrangement with area developers and
are subject to change.
